Purpose of the post

As a member of the Management Team you have a key role in developing, communicating and delivering the realisation of S4C’s strategy, vision and values.

The Director of People and Culture will foster a positive work environment, develop a strong organisational culture, and align HR practices with S4C’s objectives.

Leading our People and Culture strategy and function, you will lead and manage a range of business activities including employee engagement initiatives, talent and performance management, recruitment and retention of talent, wellbeing, equality, inclusion and diversity of the workforce and future workforce, pay, benefits, employment policies and organisational change.

Balancing the strategic and operational priorities of our People and Culture to create an environment that drives optimal performance, you will advise and collaborate with our Leaders and Managers to ensure we deliver on our strategy through our People and Culture and operate in accordance with employment law and good practice.

Main duties and responsibilities

Lead on and prepare a proactive and comprehensive HR service for S4C leaders, managers and staff, including:

Create and realise a strategy for our People and our culture in the workplace.

Lead on the development and delivery of a robust People and Culture operating model to drive strategic initiatives and meet the operational requirements of ‘human resources’.

Lead on fostering a positive working environment to promote respect, equality and inclusion whilst ensuring that diversity is central to S4C’s culture.

Lead on the wellbeing of our staff to ensure they strike a healthy balance between work and personal life and receive appropriate support from their line managers.

Lead on driving a culture of high performance, with positively engaged people to deliver S4C’s strategy through our people.

Lead and influence cross-functional stakeholders on change management initiatives in relation to our People and Culture work.

Collaborate, advise and influence to drive systemic changes in our organisation through our leadership.

Work closely with our Management Team and line managers to create a robust and fair approach to our People’s skills and career paths from a recruitment and selection, training and development, succession, performance, engagement and retention perspective that align with S4C values.

Develop and implement employee engagement strategies, and work with managers and staff representatives to incorporate them within S4C.

Collaborates and advises our Heads of Services and Team Leaders, and co-ordinates the work of assessing and then creating corporate and personal training plans, apprenticeship schemes, ensuring the development and implementation of an effective succession planning and talent management plan that will support S4C’s strategy.

Advise and support the Management Team and Heads of Departments on workforce issues and the development of organisational structures, preparing relevant statistics and reports as required.

Provide support, and coach managers to enable them to lead and develop their staff constructively and efficiently to ensure the development of high performing teams.

Develop and maintain effective relationships with managers, providing strategic and operational expert advice on all aspects of employment including recruitment and selection, wellbeing, induction, performance, long and short term illness, occupational health, maternity/paternity/adoption/shared parental leave, flexible working, discipline, grievance, restructuring, TUPE, redundancy, and so on.

Develop and realise a corporate training plan, and in partnership with Line Management support them to ensure bespoke approach to their staff’s professional development to ensure S4C delivers on its strategy and that our workforce develop the future skills required.

Advise and support staff, ensuring they receive appropriate support at work from the People and Culture team.

Build good working relationships with union and staff representatives, representing S4C in relevant discussions.

Ensure that policies and procedures relating to People and Culture evolve and develop in light of legislative, good practice and organisational changes.

Responsible for the pay process, manage the agreement with the outsourced payroll providers, ensuring accurate details are transferred in a timely manner. Work with the Chief Finance Officer to ensure the information and statutory arrangements are delivered.

Prepare research-based reviews and advice about pay and benefits. Be responsible for the work of the Resource Panel.

Ensure the leadership, support and development of the People and Culture team, that efficient processes are in place, and be responsible for managing and running the team’s work within the appropriate budget.

Lead the work of the Sector Training Delivery Group to realise S4C’s sector training strategy.

Ensure that relevant, accurate and timely information is presented to the People and Remuneration Committee and to the Unitary Board.

Ensure that statutory and other reports relating to the work of the department are prepared and submitted accurately and on time.

Person Specification

Essential

CIPD level 7 qualification or equivalent.

Experience 5+ year senior experience of working in HR which combines working on a wide range of HR operational issues as well as at a strategic level.

Experience working with teams to transform new organisational objectives.

Significant experience in preparing HR advice at senior level.

Experience in successfully developing People and Culture strategies.

Specialist knowledge of HR.

Background of working on a wide range of strategic and operational HR issues with excellent knowledge of the trends and developments in the field.

Exceptional ability to lead and manage people and to prepare informed HR advice for others. Some knowledge of the Broadcasting/Creative Sector.

Expertise of coaching leaders and of developing talent.
