NHS Sussex Integrated Care Board (ICB) and Brighton and Hove andEast Sussex local authorities are seeking to recruit two Designated ClinicalOfficers for SEND. Both posts are part time ( at Brighton and Hove and at East Sussex). However, applications for one WTE to cover both areas will beconsidered. This post will be hosted by NHS Sussex ICB.

This is an excellent learning opportunity (covering a ninemonth period to March 2025) for an experienced clinician to work across twoSussex place, working with clinical leaders and wider stakeholders to ensureICB compliance against the SEND Code of Practice.

Main duties of the job

The Designated Clinical Officer for SEND willcontribute to ensuring NHS Sussex ICB and local authorities meet theirstatutory duties for children and young people with SEND aged 0 25 years old.The post holder will act as an operational health lead for the Education,Health, and Care Plan (EHCP) process in accordancewith the Childrens and Families Act 2014 and the SEND Code ofPractice and will contribute to the development of local SEND and AlternativeProvision services.

You will be a Registered Nurse with extensive experience workingwith Children OR Registered Allied Health Professional OR RegisteredPaediatric Nurse OR Registered Mental Health OR LearningDisability Nurse OR Registered Therapist (speech andlanguage, occupational health, physiotherapist).

Job responsibilities

TheSEND Designated Clinical Officer (DCO) will contribute to ensuring NHS Sussexand local authorities meet their statutory duties for children and young peoplewith Special Educational Needs and Disability (SEND) aged 0 25 years old.

Thepost holder will:

- Actas an operational lead for the Education, Health and Care Plan Pathway inaccordance with the Childrens and Families Act 2014 and the SEND Code ofPractice and will contribute to the development and implementation of the SussexSEND Improvement Plan.

- Providea point of contact for local partners including service users, voluntary sectorservices, health colleagues, GPs, ICB, Local Authorities, schools and colleges,offering advice on SEND. This includes young people in harder to reach groups, Children in Care and within the Youth Justice System; ensuring that theChildrens and Families Act 2014 is fully supported within health settings.

- Engageand liaise with all childrens health service providers relevant to thelocality, including Primary Care, acute and community paediatricians,specialist nurses, therapists, child and adolescent mental health and learningdisability services, to enable implementation of statutory requirements forSEND.

- Actwith objectivity in clinical and strategic decision making in relation toEducation Health and Care Needs Assessments (EHCNA) processes. The DCO willwork with colleagues across statutory services to develop pathways incontributing to coproduction and offering health advice towards EHCNAs, withinthe statutory timeframes.

- Contributeand promote SEND training for health professionals across the Integrated CareSystem (ICS).

- Carryout agreed delegated tasks from ICB of key decision making, joint strategicdirection and work with commissioners in agreeing health service requirementsof the Education, Health, and Care plan (EHCP) when this falls outside of thecurrent commissioned services.

- Workwith disputed cases and the mediation and/or tribunal process of these cases.

- Review and audit the quality of healthcontributions and meeting of statutory performance by health staff.
