Job summary

The Assistant Director of Partnerships & Integration will have extensive freedom to act on behalf of the Health Board playing a key regional system-wide strategic leadership role in the design and implementation of health and social care services. The post holder will provide leadership across Aneurin Bevan University Health Board and partner organisations, including the development of new approaches to integration and system change, supporting vulnerable population groups where a joint health and social care response is needed. The post holder will provide strong leadership in developing change programmes to deliver against specific policy. They will facilitate cross-partnership working, bringing multiple partners and service areas together into a comprehensive plan to deliver improved outcomes and resilient services, aligned with the policy and statutory responsibilities of Gwent Regional Partnership Board. They will have specific responsibility for the management and oversight of a range of complex programmes within the Gwent Regional Partnership Board portfolio. This will include both leading and maintaining robust governance arrangements within the post holders portfolio.

Main duties of the job

The post holder will hold delegated budgetary responsibility for Gwent Regional Partnership Board, requiring complex budgetary and fund management expertise, ensuring the application and adherence of Welsh Government funding guidance, terms and conditions. Budgetary management in this context includes a range of revenue and capital funding streams, with varied governance requirements, technical aspects and process. The post holder is therefore responsible for ensuring the systems, monitoring and processes are in place internally within the Health Board, externally within partnership organisations, and at all times in adherence with the Standing Financial Instructions and Standing Financial Orders of the Health Board.

The post holder will have a deep knowledge of local and national partnership context, and the issues and challenges facing health and social care services and have an in-depth understanding of the policy landscape and how to translate this into local delivery.

Job responsibilities

An understanding of the interface between Health and Social Care services is fundamental to this role as the post holder is responsible for the interpretation and implementation of Welsh Government direction, policies and plans in respect of partnership, integration and health and social care service transformation; supporting Executives and Directors of Social Services in the delivery of integrated service redesign. The post holder will be adept at writing for and presenting to internal stakeholders, external stakeholders, provider meetings and meetings of citizen representatives. The post holder will be expected to represent the priorities of Aneurin Bevan University Health Board and appropriately reinforce and build the positive reputation of the organisation. The post holder will work closely with the Health Boards Senior Management Team, Divisional Directors, Clinical Directors and General Managers, as well as Local Authority Directors of Social Care, Deputy Chief Executives (Section 151 Officers) and Heads of Services in the delivery of the responsibilities within the post holders portfolio. This is a senior member of the Health Board, operating alongside other Directors and senior managers from across Health, Social Care, Housing and the Social Value sector. The post operates at a Strategic level, often with little or no guidance or precedent, and dealing with highly complex, contentious and sensitive information, communication and negotiations on a daily basis. The post holder is directly accountable to the Deputy Director of Planning, Strategy and Partnerships for all aspects of the Regional Partnership Boards strategic work programmes, financial and business services. They will independently lead the development and implementation of integrated and collaborative service redesign, ensuring new ways of working are successfully established and embedded. The post holder will need to work closely with Welsh Government and where appropriate contribute to national work on partnership and integration, ensuring alignment of policy and strategy both locally and nationally, and influencing future policy and performance/outcome framework development. The post holder will lead a team focused on the delivery and evaluation of transformation priorities. This will encompass strategic planning, needs analysis, service and pathway design, business case development, contracting, project and performance management. They will also be responsible for the individual projects within the team and will provide leadership, mentoring and quality assurance.
