An exciting opportunity has arisen within the Performance, Partnerships and Housing Team. Working closely with the Mental Health and Learning Disability Partnership Manager and Performance Manager, the Third Sector Contract/Monitoring Officer will lead on the management, performance, assurance and evaluation of contracts relating to the work portfolio held.

The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.

The post holder will work to ensure the delivery of service improvement initiatives to meet the requirements outlined within the Mental Health and Learning Disabilities Integrated Medium Term Plan and the Together for Mental Health delivery plan and work collaboratively with partner organisations across third sector, mental health directorates, social care, housing and independent sectors to seek innovative solutions to service improvement.

This role will play a key part in formulating and delivering a robust contract management framework to promote best practice across the system, to identify gaps in service provision adopting a consistent mapping and gapping approach across the sectors and to identify opportunities or improvement, risk profiles, savings opportunities and efficiencies with oversight of social return on investment approaches, to more effectively manage services.

LEADERSHIP
- To lead on development of a varied portfolio of contracts which support the MHLD Division
- Act as a representative of the MHLD Division partnership manager at internal and external meetings and at local regional and national networks and forums
- To contribute to the strategic direction, monitoring and evaluation of the MHLD Division’s Key Performance Indicators (KPI’s) and performance and development systems to ensure acceptable standards are met, taking corrective action where appropriate.
- Provide leadership in delivering, developing and managing contracts to ensure performance standards and value are achieved, developing and maintaining relationships with key suppliers and ensuring the department’s resilience to internal and external disruptions. This includes regularly providing training in own discipline, advice and guidance on standards and procedures to ensure standards are achieved.
- To ensure digital record keeping is maintained and that supplier payments are processed with efficiency and accuracy.

CONTRACT DEVELOPMENT
- Provide sound professional support on procurement and contract management to third sector partners and colleagues on contractual and legal issues to ensure compliance with procurement legislation and other statutory regulations, including any changes.
- To implement new policies and changes to practices and procedures in contract management.
- Maintain and enrich effective working relationships with partner organisations, suppliers, Procurement colleagues and other Health Boards.
- To liaise with clinical leads, Managers and colleagues within the MHLD Directorates to develop and monitor SLAs, KPIs and identify solutions to contractual queries or issues
- Assist in the development of appropriate purchasing arrangements in areas where there is no contract coverage.
- Be familiar with health board purchasing policies, Standing Financial Instructions and commissioning assurance frameworks and maintain a good working knowledge of new guidance and directive
- Be responsible for quote and tender exercises and complex procurement processes where required and in line with the Public Contracts Regulations 2020 and Concession Contracts Regulation 2016.
