Job summary

We are looking for a Head of Organisational Development and Culture to lead the organisational development and cultural transformation for the Health Board. This is an exciting new role that is critical to the delivery of our People and Culture Plan, our ambitions as outlined in our Shaping Our Future Wellbeing Strategy, and the wider Health and Social Care Workforce Strategy.

Working closely with the Assistant Director of OD, Wellbeing & Culture and the wider senior leadership team, you will be responsible for shaping, implementing, managing and developing a high quality, evidence-based OD service that can support delivery of the UHB Shaping Our Future Wellbeing Strategy through the provision of expert advice and direction, relationships and partnering as well as through well designed products and processes that support the organisation to deliver against its priorities.

You will work collaboratively while leading on all aspects of OD including cultural assessment and improvement, measuring and enhancing employee experience, values and behaviours, developing effective team working, and supporting cross-organisational regional working.

This is a senior leadership role and would suit an individual who truly role-models CAVUHB values and behaviours, and has a strong background in organisational development, cultural assessment and transformation.

Main duties of the job

The post holder will lead the organisational development agenda for the UHB, working closely with the Senior Team, members of the Senior Leadership Board, Trade Union Partners and stakeholders from across the Health Board's geographical footprint such as HEIW and other Health Boards and Trusts. They will support the UHB to work effectively and bring to life the ambitions within the UHB's P&C Plan.

They will provide expert OD advice and guidance to senior leaders, and P&C colleagues, to develop and deliver OD programmes and plans. The role will report upon progress through presentations and reports to senior Committees, and develop proposals to move the OD agenda forward.

Working closely with the wider People and Culture team, the post holder will be responsible for undertaking deep dive analysis into the experience of work, for example, cultural assessments, Staff surveys and pulse surveys and determining appropriate actions to address emerging themes. Using this information, the role will use excellent consulting skills to devise and design on cultural change and continuing organisation improvement.

Using a compassionate leadership approach, this role will ensure that the Organisational Development team is proactive and influential in its contribution to the organisation's strategic and operational plan, developing and empowering all members of the team to demonstrate professional excellence and standards.

Define the design principles and deliverables for organisational development interventions across Cardiff and Vale UHB workforce. Provide professional expertise into the areas of organisational development and strategic change and lead continuing research and development to enhance this area of work. Use excellent consulting skills to devise and design on cultural change and continuing organisation improvement. Provide expert OD advice and guidance to senior leaders, and People and Culture colleagues, in support of delivery and local people and OD programmes and plans. Will be responsible for undertaking deep dive analysis on a variety of functions, such as cultural assessments, Staff surveys and pulse surveys and determining appropriate actions to address the issues. Work closely with the People and Culture Senior Management Team, Improvement and Implementation Team, Executive Team, Directors, Senior Managers, Directorate teams and Trade Union partners in the development of strategic planning in relation to organisational development. Ensure that the Organisational Development team is proactive and influential in its contribution to the organisations strategic and operational plan. Ensure the team adopt a culture of continuous improvement and look for opportunities to innovate and be involved with the Intensive Learning Academy Ensure that the organisations aims and objectives are clearly communicated to the staff within the team. Will act as line manager for the corporate OD function. Develop and empower all members of the team to demonstrate professional excellence and standards. Overall responsibility and accountability for managing the Organisational Development budget and resources, overseeing performance and reporting requirements for the team on a monthly basis. Work with the Head of Education, Culture and OD and Heads of People and Culture in the design and implementation of the OD Strategy. Using highly developed specialist knowledge and understanding of Organisational Development, staff engagement and leadership theory and practice to coordinate the development and implementation of Organisational Development approaches as required. Contribute to the design, commissioning and implementation of all aspects of OD advice, products and processes to meet the requirements of the service. Form effective collaborative relationships with other Health Boards and organisations inside and outside the NHS to influence national strategy across OD, Retention and Employee Experience. Interpret and anticipate National and local health policy to ensure the strategic plan supports effective recruitment, retention, leadership and management of staff. Design, develop and implement the Strategies for cultural change and improvement, retention, Team Working, development of regional working and any other emerging OD requirements for the organisation. Develop and implement organisational development and design policy and strategy in collaboration with managers. Lead on all aspects of culture change, staff engagement, performance management, retention, values and behaviours, staff survey, team development. Contribute to the development, delivery and performance of the People and Culture Department objectives and People and Culture Plan. Develop an employee engagement programme that creates a positive culture of feedback, motivation advocacy and involvement creating an empowered workforce and continuous improvement. Develop and implement proposals as to how the OD agenda impacts on employee engagement including the review of processes including corporate induction. Work closely with teams to create a culture of equality, diversity, inclusion and engagement across all levels of the workforce and all protected characteristics and Welsh language. Communication with internal staff and external agencies, providing and receiving highly complex, sensitive or contentious information. Actively contribute to service modernisation strategies and the service improvement/cost reduction agenda. Develop active partnerships and constructive relationships with internal and external stakeholders, influencing the agenda and championing change. Authorised budget holder for resources across OD. Manage the operation of one or more information systems. Essential

Educated to Masters level or equivalent experience in Organisational Development Education/teaching/facilitation qualification or equivalent experience

Desirable

Psychometric training MBTI / 16PF Coaching Mentoring Qualification

Experience

Essential

Excellent knowledge of OD approaches and tools and how they can be applied, including cultural assessments. A good understanding of retention, and factors influencing retention within Healthcare.

Skills

Essential

Ability to use appropriate OD techniques to achieve desired organisational change and behavioural change. Ability to communicate confidently with individuals at all levels both within and outside the organisation, using the appropriate use of tact and persuasive skills as appropriate. Excellent leadership skills to develop confidence in others.
