Overview

We are currently in search of a dynamic individual to join the Senior Management Team of a London Borough Council, as the Assistant Director of Housing Management. This role is crucial in fostering collective leadership, where the primary focus lies in proactively contributing to the council's objectives and priorities by closely collaborating with council members, various services, partners, and stakeholders.

As Assistant Director of Housing Management you will play a pivotal role in driving positive cultural change, promoting the values and behaviours emblematic of the council, and empowering staff to realise their full potential. Additionally, they will be responsible for ensuring the effectiveness of the performance and development framework for all staff, while leading the implementation of corporate initiatives and transformation programmes that span the council's activities.

Responsibilities include providing strategic leadership to the Housing Management Division, overseeing services for 17,000 homes, including leasehold and general needs, with a keen focus on delivering excellent quality customer service and continuous improvement. You will also assume overall responsibility for the Housing Strategy and subsequent strategies, fostering strong partnerships both internally and externally.

The Assistant Director will ensure value and performance are derived from procurement and contract management, thereby delivering effective financial and budget management, providing clear strategic and operational leadership in the delivery of housing-related services and investment, driving cultural and organisational change to cultivate a strong, distinctive performance culture and commitment to resident satisfaction.

The successful candidate will consolidate different teams under one dedicated service to provide a range of resident-focused services and demonstrate a thorough understanding of the legislative context relevant to the council's statutory obligations, including various regulatory frameworks, to provide appropriate member briefings and ensure effective service delivery.

You will lead teams responsible for managing, developing, and commissioning homelessness prevention support services, supported housing, and temporary accommodation to fulfil the council's statutory obligations, and represent the council in its relationships with commissioned contractors and key stakeholders. Developing positive relationships with members and other key stakeholder groups to drive service improvements will also be a crucial aspect of the role, alongside promoting a commercial approach to the council's assets and ensuring that value for money principles are applied to services.

  • Proven track record of senior management experience in leading, shaping and delivering a range of housing services to residents
  • Substantial experience of operating at Senior level in Social Housing
  • Demonstrable experience of service transformation and continuous improvement.
  • Evidence of building strong and effective relationships based on trust and assurance with political stakeholders and translating political vision into strategic direction.
  • Proven ability in providing efficient management of and accountability for staff, including recruitment, development and management of poor performance.
  • Educated to degree level or equivalent or evidence of continuing professional development
  • Evidence of coaching, mentoring, and developing colleagues to build the next generation of senior managers.
  • Effective in developing and contributing to the wider corporate agenda and initiatives through business planning and programme management
  • Record of identifying efficiency savings through effective financial planning within a constrained environment
  • A good grasp of the legal and regulatory framework for social landlords and relevant housing legislation.
  • Knowledge of the current strategic and operational landscape and its likely impact upon the development and delivery of housing services
  • Strong financial acumen and reasoning, working with large budgets
