About The Job

This role supports the Head of Change in driving the definition and execution of all projects & programmes in the portfolio, ensuring that they complete on time, to budget and at the right quality levels.

This role ensures that delivery standards (as set out in the change framework) are adhered to and has authority to step in and make changes where projects & programmes fail to achieve these. The role has direct line management of permanent & FTC delivery roles in MS AUL and has dotted line oversight of all other contract and consultant roles carrying out similar duties.

This role works closely with the Portfolio Office Manager to create and maintains the integrated delivery plan for the portfolio and is in a unique position to analyse and understand the complex delivery risks and issues that projects across the portfolio must manage. This role maintains a resource tracker for all delivery activity in conjunction with the Business Analysis Manager, ensuring that resources across the portfolio are effectively deployed and utilised.

Lastly this role also line manages two testing resources (1 Portfolio Test Manager and 1 test analyst).
 

What you’ll spend your time doing:

Maintain a detailed understanding of delivery plans, risks, issues & dependencies across the portfolio. Maintain with the Portfolio Office Manager a detailed risk, issue and dependency tracker – making recommendations on delivery approaches or changes of plan to the Head of Business Change for ratification at Change Board. Carry out regular QA audits and reviews of project and programme plans, working with teams to review approaches, identify likely issues and come up with action plans to mitigate them. Make recommendations to the Head of Business Change about structural, scope or delivery changes to projects in the portfolio, ensuring that the most optimum delivery outcomes are achieved. Partner closely with colleagues in ABS IT and key 3rd party suppliers who contribute to the delivery of projects and programmes. Establish processes and reporting with these partners to ensure that a holistic delivery approach is maintained and IT considerations are fully considered and understood as part of delivery planning. Act as a source of advice and guidance to Project and Programme managers across the organisation, counselling them on the resolution of difficult delivery issues and acting as a ‘critical friend’ when plans are formulated. Represent the Head of Change in project Steering Committees, acting as the accountable Business Change representative with Exec and other senior managers. Work with the Portfolio Office Manager & Business Analysis Manager to review documentation and standards related to the change framework, ensuring that guidance, reporting and documentation is fit for purpose and reviewed regularly. Manage the work of the Test Manager and team – setting goals, managing performance and setting goals in line with departmental and company goals. Ensure that testing plans form an integral part of delivery and service introduction plans. Supporting the Head of Change in promoting the function, through active engagement of key stakeholders and the wider business. Supporting the business in shaping propositions, by working directly with Sponsors and change requesters, providing advice and reasonable challenge where necessary Ensure developments within the portfolio are communicated effectively within the department and externally to the wider business through regular publishing of key artefacts to indicate progress. Work closely with internal comms to ensure that key successes are highlighted via internal communication channels. Manage and oversee the work of the project delivery staff (PMs & Programme Managers), setting goals, managing performance and developing staff in line with departmental & company goals. Key member of the Change Management Team, deputising for the Head of Change wherever necessary.
