Job summary

This post is only open to internal ICB applicants from within the Nursing and Quality Directorate.

Please note this post is a 6 month secondment.

As Associate Director for CYP (SEND and Complexities) the post holder will:

Have the ability to drive strategic, system wide transformation and : change in order to ensure benefits are realised.

Work collaboratively across LSC to build high levels of support from partners and stakeholders to ensure the SEND partnership plans deliver the required improvements in performance and quality

Be responsible, in association with another AD, for the management of the LSC CYP business functions including transformation, delivery and performance management and leadership of the CYP team.

Be accountable for providing programme management expertise and maintaining and delivering rigour into processes to ensure the work plan is governed effectively.

Provide comprehensive updates to SEND Partnership Boards, LSC CYP Health Board, ICB Quality Committee, Regional CYP Board and leadership forums on a regular basis, with recommendations for action where necessary.

Be the lead in relation to liaison with the national and regional CYP teams with respect to the specific subject areas including SEND.

Lead the quality review and assurance process to deliver high quality, consistent care for CYP with SEND where ever they live in LSC.

Main duties of the job

The post holder portfolio will include the following:

SEND across all 4 local authority areas

Learning Disabilities and Autism including transition (in collaboration with AD for LD&A)

Children with a neuro disability or neurodevelopmental difficulties

The post holder will be responsible for:

Leadership, management, professional development, safety and health and well-being for the staff team of clinicians and managers that will comprise the SEND team.

Role modelling a high-level leadership style

Ensuring the delivery of clinically and professionally effective services that deliver clinical outcomes, patient safety and quality for all CYP with SEND or other complex needs in receipt of health and social care

Providing vision and strategic leadership for services for children with SEND or other complex needs ensuring reviews, service transformation, improvement and modernisation of services that aligns with and is responsive to local needs and national strategy.

The post holder will be required to achieve against a range of objectives and priorities related to services for CYP with SEN or other complex needs. Performance will be closely monitored by the postholder, with regular reports provided to relevant oversight forums and ICB committees including quality committee, with action plans developed in response to identified areas for improvement.

Operational Responsibilities

To provide visible and effective leadership to directly managed staff and in the interface with other agencies and partners. To ensure the Director of CYP and Maternity and Chief Nursing Officer are supported in the delivery of strategic and operational priorities and relevant key performance measures. To develop and sustain effective working relationships with colleagues across Health, Social Care and Education. To be responsible for the delivery of agreed performance metrics WSOA as required and to support corporate performance in relation to the delivery of key national targets especially Ofsted SEND inspections. Working with ICB workforce and OD leads establish a robust and sustainable workforce development Plan for CYP services that enhances a positive brand for all staff working within them. Develop a sustainable approach to supporting CYP and families with lived experience to increase their knowledge, skills and confidence in contributing as partners in all aspects ie working with and through local Parents in Partnership Groups. The post holder will participate in ICB 1st On call rota. To co-ordinate the development and implementation of an annual Operating Plan for CYP services working with CYP with SEN or other complex needs which supports the overall strategy of the ICB and ensures that quality, financial and performance targets are met and sustained. To chair relevant meetings internally and externally as required. To ensure compliance with national standards and key performance measures, and to lead the implementation of corrective action where required. Person Specification

Essential

oEducated to masters level or equivalent level of experience of working at a senior level in specialist area oEvidence of post qualifying and continuing professional development

Experience

Essential

oRegistered nurse or other relevant professional background oAbility to demonstrate a high level of expertise in providing senior leadership Extensive experience of partnership working with local authorities and parent/carers oTrack record of success and delivery in a similar senior leadership role and able to provide specific examples of the changes implemented including the benefits realised oConfidence to confirm and challenge information and explanations supplied by others, who may be experts in their field

Desirable

oPrevious experience of working in or with children's services at a senior level

Knowledge and Skills

oHighly developed communication skills with the ability to communicate on highly complex matters and difficult situations oLeadership, vision, strategic thinking and planning with highly developed political skills oAbility to work on own initiative and organise workload, allocating work as necessary, working to tight and often changing deadlines
