NHS Scotland is reducing their full-time working week from 37.5 to 37 hours per week from 1 April 2024 but with no change in pay. This reduction will also be applied pro rata for part time staff. An exciting opportunity has arisen for recruitment to the post of NHS Lothian Director of Capital Planning and Projects, due to retiral.

Duties & Responsibilities

The post is full-time, based at Waverley Gate but with flexible working currently, between office, sites and home.

Duties and responsibilities of the post are outlined with the Job Pack but include to:-

Establish, and regularly review / update, a robust methodology for developing capital and property management plans capable of delivering successfully clear and sustainable improvements in healthcare provision within a highly complex system such as NHS Lothian. Direct and provide professional leadership to the Capital Planning and Project Teams, ensuring the development of detailed and robust capital procurement plans and project management regime to successfully deliver the Board’s Strategies and associated services. When required lead the Commercial and Legal procurement throughout the competitive dialogue process and secure financial close in line with approved terms for significant capital projects or programmes, including revenue funded (PPP) if selected. Provide professional, commercial and technical support to the project directors and project sponsors as required as a member of the procurement core evaluation team. Co-ordinate the annual preparation of the Capital Investment Plan and will liaise with the appropriate Directors, General Managers, etc in the setting of priorities within the Plan prior to its submission for approval to the Chief Executive and the Board. Lead the development of master plans or site development plans through service, management and local authority engagement for key properties and programmes. Provide the Board with asset development advice and implementation as part of supporting the clinical strategies.the technical, project and property aspects of the Board’s strategy developments, supporting the Director of Strategic Planning with appropriate resources. Plan and monitor all capital expenditure on projects and report on the progress of each against the Capital Expenditure Plan and on any associated implications, financial or otherwise, to the Director of Finance and Project Sponsors. Initiate and ensure development and implementation of integrated and effective Project Management, Capital Asset Recording and other CMT/HSCP systems. Report and present to Finance and Resources Committee of the Board or main Board or other committees as necessary on the capital programme, specific projects, property, and asset management strategy. Manage the efficient and effective utilisation of the Board’s capital assets and report on such matters as required to the Director of Finance, including action plans to maintain and develop the efficiency of the Board’s estate. Lead and develop the standards and efficiency opportunities for the estate supporting clinical functions, including the Board headquarters.
