As a Workforce Manager you will be responsible for the day to day operational management of the Workforce teams, ensuring that all work is carried out effectively, efficiently and in compliance with Trust policies, procedures, good practice guidance and in line with national service standards and policy direction.

You will be part of the senior team of the Medical/Workforce systems Center of Excellence (CofE), contributing to the Trusts workforce strategy, policy development and systems management.

The post holder will support the Senior Workforce Manager in managing of the teams of the CofE. This will include:

Day to day leadership and operational management of the Workforce team(s) and the development of outcome measures to monitor progress. This includes direct line management of staff including appraisals; sickness absence; disciplinary and grievance matters; recruitment and selection and allocation of work.

Main duties of the job

Implementing and running action plans to achieve the defined outcome measures. Providing updates and assurance to the Senior Workforce Manager in relation to actions, progress and outcomes.

Develop, lead, implement and evaluate workforce projects and plans that deliver the workforce strategy, in collaboration with other stakeholders across a range of priority areas. Many of these projects will be innovative and will involve different and, often, conflicting, complexed, and challenging responses from stakeholders and partners.

Manage workforce projects ensuring that the deliverables are produced to the required quality, within a specified time frame, within budget and that the project organisation is consistent with the complexity of the project and that projects are carried out in accordance with change management best practice

Use specialist systems knowledge, analytical, consultancy skills and practical experience to advise on solutions and guide Trust staff on a course of action relating to workforce projects.

Provide and receive highly complex, emotive and contentious information regarding the workforce, where highly developed interpersonal, communication and negotiations skills are required to resolve complexed and at times highly sensitive issues.

Liaise with systems providers to plan and execute user acceptance testing. Manage the performance of the Workforce Team (s) and ensure their personal & professional development

2. JOB PURPOSE/SUMMARY

Delegated responsibility to raise purchase orders for Workforce Systems and team equipment. Authorised signatory for payments and purchase orders on the team and monitors/contributes to the drawing up of budgets and financial initiatives within the Medical/Workforce systems Center of Excellence (CofE)

Other duties as commensurate with the grade and role as agreed with line manager

You will be responsible for inclusive and supportive management of your teams, role modelling The Leeds Way values and behaviours.

You will lead a culture of LEAN working, striving for continuous improvement through the efficient and effective use of resources and on-going implementation of the Leeds Improvement Method (LIM) to reduce waste and ensure robust financial management.

4. PRINCIPAL DUTIES & AREAS OF RESPONSIBILITY

You will provide expert, evidence based advice and guidance in all aspects of workforce systems and medical workforce to support the delivery of technical systems and the medical workforce strategy. Manage the teams operationally day to day in the provision of support for all Rostering, deployment and delivery of specific workforce projects including Advanced Rostering in support of eRostering Levels of Attainment and Meaningful Standards (across the Trust).

You will work collaboratively across the HR/OD CofEs and HRBPs to provide support to operational teams on all aspects of workforce systems and medical workforce, in line with Trust policies and procedures and national Terms & Conditions, policy, guidance, and relevant legislation.

You will ensure the accurate inputting of workforce information to trust systems. The role includes supporting the management of on-going development and production of a suite of timely and relevant workforce reports to support trust workforce planning and to assure the Trust Board on key performance indicators.

You will contribute to internal and external reference groups and partner organisations in the City and the wider health and care system to develop, and agree system wide solutions.

You will be responsible for the day to day management of and procurement of workforce systems in accordance with national purchasing frameworks and best practice operational guidance.

You will be responsible for the continuing development and implementation of effective information and reporting systems for the function(s) to support both the development of strategy and the monitoring of effective information.

7. INFECTION CONTROL

The jobholder must comply at all times with the Leeds Teaching Hospitals NHS Trust Infection Control policies, in particular by practising Universal Infection Control Precautions. Hand hygiene must be performed before and after contact with patients and their environment.
