Job Summary:

· To be responsible for the operational management, ongoing development and promotion of the Building Control Services.
· To provide inspirational leadership to a team of Building Control Surveyors to ensure the successful implementation and enforcement of Building Regulations and associated legislation.
· To deliver a risk based operational strategy to ensure the Building Control service meets the demands of the Building Safety Regulator and Building Safety Act 2022.
· To support the operational delivery, outcomes and development of the Building Control function. The role reports to the Assistant Director, Strategic Planning and Infrastructure, and is responsible for the Building Control team..
Key Duties/Accountabilities
· Leadership. As a member of the Corporate Leadership Group, plays a key role in the collective leadership of the Council, providing the constructive leadership needed to create the conditions for success and working across organisational boundaries Provides effective project leadership to ensure that cross-cutting and service-related projects achieve desired outcomes
· Performance Works with management and colleagues to define outcomes, set targets and monitor performance, within a culture of continual improvement Supports operational plans to ensure that the resources within the teams are used to best effect and impact Effectively plan, manage and deliver individual workload requirements in line with service performance standards.
· Business Development With the development of commercial activities, the postholder will routinely have complex involvement with partner organisations and be accountable for the delivery of building control contracts. This includes contract monitoring and adherence to new and changing legislation.
· Commissioning Commissions services and activities to secure the best outcomes for service users and deliver optimum value for money, in line with the Council’s commissioning and contract management frameworks
· Customers and Partners Builds strong internal and external working partnerships to enable the service to be delivered in an outcome-focused and efficient way Supports Kingston’s commitment to community cohesion and valuing diversity and social inclusion
· Digital/New Ways of Working Uses new technologies, particularly Google, to adopt modern, agile working practices, improve customer service and eliminate paper-based processes wherever possible.
Essential Experience Required:
· Experience of undertaking Change Management, planning and implementing new ways of working in a complex environment is essential.
· Experience of the Building Regulations – to verify that proposed designs and building work comply with these regulations is essential.
Essential Qualification Required:
· Registration with the Building Safety Regulator (BSR) at Class 3 and Class 4 is essential.
- Chartered Building Surveyor: MRICS is desirable.
- Relevant Degree in Building Surveying/ Construction is essential.
Additional information to note:
· Working hours: 36 hours per week.
