SECURITY CLEARANCE: A Secret security clearance is required for the position; however, the Contractor may begin work with an interim Secret clearance PERIOD OF PERFORMANCE : The period of performance for this order will be one (01) year from the date of award with the option to exercise four (04) one-year option periods, subject to performance, need, and funding.

GENERAL DESCRIPTION

The Department of State’s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous and secure world.
INL keeps Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.
The Office of Afghanistan/Pakistan Programs (INL/AP) is part of the Bureau of International Narcotics and Law Enforcement Affairs (INL) in the Department of State. The Bureau is responsible for the development, supervision, coordination, and implementation of international criminal justice assistance and international narcotics control assistance activities for the Department of State. INL/AP provides policy guidance and develops, executes, and monitors programs to address the full range of criminal justice issues as they relate to stabilization and reconstruction activities in Afghanistan and Pakistan.

POSITION DESCRIPTION

The Program Analyst, referred to as Analyst, will provide programmatic, contractual, logistical, and administrative support to the INL/AP Budget and program teams. In particular, the Analyst will advise on the management of programs; draft briefing materials, factsheets, and reports for INL/AP management; provide advice on monitoring and evaluation methods and best practices; research and present ideas for new programming initiatives; and assist with coordination of program activities with INL’s section in Embassy Kabul and Embassy Islamabad and with implementers. The Analyst will assist the Budget Team with budget policy, analysis and processes, and contracts. The Analyst will organize and attend meetings, assist with staffing issues, and provide other general administrative and programmatic support to help the relevant team and other elements within INL/AP

LEVEL OF EFFORT

Hours for this full-time position will be the core hours of the Department of State, Washington, DC, INL/AP Program Office:, Monday through Friday, 40.00 hours per week, 8.00 hours per day.

TELEWORK

If applicable, telework is authorized only with prior INL/AP Office Director, INL Contracting Officer (CO), and Contracting Officer’s Representative (COR) approval, in accordance with Department of State, INL, and INL/AP policies.

POSITION LOCATION The physical work location is located at INL/AP’s office: SA-1 – Columbia Plaza (2401 E Street NW, Washington, DC 20037).

GOVERNMENT FURNISHED EQUIPMENT

DOS will provide office space, computer, phone, and other required equipment and supplies necessary to complete all job requirements. DOS will own and maintain all furnished property.

TRAVEL Domestic and international travel may be required for this position and will be done at the behest of the Office Director or Deputy Director or Budget and Logistics Team Lead, and with the prior authorization of the INL Contracting Officer (CO). The Analyst may be required to travel to Afghanistan, Pakistan and other locations, as requested by the INL/AP Director or Deputy Director.

All movements within Afghanistan will be covered by INL/PSD transports and INL/US military vehicles and aircraft and all travel outside of Afghanistan will be covered by commercial airline through the contractor. While TDY in Afghanistan, INL-Kabul will provide the Analyst with access to the Embassy compound. The Analyst will have access to hardened and/or regular cars (exact type will be dependent on the security situation) from motor pool for transportation around Kabul. At this time, specific housing accommodations are not known; at a minimum, the Analyst should expect to be housed in an independent, freestanding housing container.
 
TRAINING
This BPA Call provides for mandatory training for DOS-specific equipment, systems, and processes (reference 13 FAM 300 Agency Mandated Training), which shall be completed promptly and in accordance with Department policy. These trainings do not require INL Contracting Officer (CO) approval.

Travel related training (i.e. FACT (CT650), HTSOS-C etc.), may be required, if applicable. The Program Manager shall coordinate with INL/EX/GAPP to determine if applicable and if INL CO approval is required prior. All other training requires INL CO approval.

DUTIES AND RESPONSIBILITIES

• Aides management with the monitoring of executed Contracting tasks.

• Assists in analyzing and improving knowledge of management processes and procedures.

• Researches and uses government and private sector best practices to measure and improve customer service, approval workflows, and processing timelines.

• Provides feedback to management on best practices for data input, document standardization, organization, and storage; identify recurring issues that should be addressed by management.

• Assists in coordinating the interpretation and adaptation of available guidelines/SOPs to specific work-related issues; aid in analyzing the issues (e.g., workflow, delegations of authority, or regulatory compliance) and make recommendations for changes and improvements. • Assists in developing SOPs for areas identified as a potential risk or vulnerability to the INL’s management control structure.

• Assists subject matter experts with the development of training modules for INL sponsored training workshops and distance learning courses based on policies and procedures.

• Develops and maintains strong relationships through excellent customer service skills, project management knowledge, and a related understanding of the program office needs and mandates.

• Works closely with INL program office staff and managers, as well as the stakeholders at US embassies overseas and other US federal agencies to provide support on implementing agreements policy and procedures

• Assists in the coordination with counterparts at the U.S. Embassy in Afghanistan and Pakistan, INL Resource Management, and Charleston Financial Center to advise in determining funding and coordinating and developing budgets and foreign assistance programs in the region.

• Drafts and coordinates for higher level review bilateral letters of agreement with host governments, governing Congressionally appropriated and country-specific foreign assistance funds in excess of $500 million a year.

• Drafts contractual statements of work to meet U.S. foreign policy, supports the interagency, and works with procurement and budgetary offices to ensure funding is secured and to monitor initiatives and programs through federal contracts

• Works with program officers and the procurement division as an analyst to formulate budgets, inter-agency agreements, evaluate statements of work, develop/track program metrics of effectiveness, and monitor budgetary obligations and disbursements.

• Assists in programmatic budget execution ensuring that public information, demand reduction, sustainable development, counternarcotic, law enforcement, and rule of law programs in Afghanistan and Pakistan are appropriately funded for the implementation of U.S. policy, goals, and objectives.

• Drafts and coordinates congressional notifications for budgeting priorities. Coordinates with necessary INL bureau entities and State Department divisions to track the associated obligation of funds for the program office.

• Implements budget protocols that institute a strong knowledge about programs and policies related to narcotics, justice, and corrections and their impact on the geographic, economic, and political development in the Afghanistan-Pakistan region.

• Assists in the implementation of capacity building programs so host nation agencies may assume responsibility for opposing narcotics and promoting the rule of law.

• Coordinates information collection, analysis, and data-sharing with the Embassy-based program officers, INL implementing partners, and the interagency as required in order to develop, track, and document financial metrics to measure the effectiveness of INL’s programs in Afghanistan and Pakistan.

• Attends and provides guidance in budgetary and programmatic discussions/ meetings with Bureau leadership and other senior managers and interagency partners in obtaining resources needed to carry out INL programs in Afghanistan and Pakistan.

• Drafts and coordinates the preparation of programmatic and budgetary justifications and responses to Congressional, OMB, Department, Bureau and Embassy offices.

• Drafts and coordinates program justifications and responses to congressional and oversight committees, including OMB, GAO, OIG, SIGAR, and the House and Senate committees on foreign appropriations.

• Provides guidance in the formulation and management of human resources and staffing patterns, including U.S. government direct hires, personal services contractors, and Third[1]Party Contractors for basing in Washington, Afghanistan, and Pakistan, as required.

• Assists with monitoring and evaluation (M&E) projects including, but not limited to, assisting with the M&E contract and DevResults data collection and management.

• Ensures all GOR, COR, and AOR files are up to date for previous projects that are no longer under active program management.

• Supports the field and Washington human resources/staffing requirements, including scheduling interviews, shepherding hiring paperwork, and scheduling pre-deployment training and consultations to help prepare new staff for field deployment.

• Assists in the preparation of background materials and reports used by INL, and assists in the preparation of reports, speeches, briefings, and testimony on Afghanistan issues.

• Provides general administrative and programmatic support to the INL/AP program team, including, but not limited to, assembling briefing books, drafting reports and updates, serving as control officer, and scheduling meetings, among other requirements. Assists with logistical and administrative tasks, including VIP travel to the United States and Afghanistan.

• Coordinates with the Charleston Post Support Unit on Regional Financial Management System and Consolidated Overseas Accountability Support Toolbox financial reporting to ensure proper financial management for INL/Kabul.

• Coordinates the tracking and reporting of financial data and makes recommendations on current and anticipated programmatic commitments, while also managing and reporting on Domestic-held and Post-held resources.

• Provides analyst support to the Office Director, Deputy Director, Budget Team Coordinator, Embassy Islamabad, and Embassy Kabul.

• Serves as the back-up to the Budget Team Coordinator on all aviation and budget related issues.

RESEARCH/ASSISTANCE

• As requested, or on own initiative, makes careful and exhaustive searches for information related to the portfolios of the Budget Team, which can be difficult to obtain, compile data, and make preliminary analysis for the INL/AP Director or other staff officers as appropriate.

• Responds to requests from Bureau and Department staff/program officers and leadership for information concerning administrative and budget programs. From available background data, assembles requested information or follow-up to ensure that staff members submit required answers within the specified time.

• Provides advice and guidance to staff on applicable procedures, instructions, and other regulations pertaining to budget coordination and administrative issues.

• Establishes and maintain budgetary and accounting records of various types that may be needed or will assist in the efficient operation of the office. Ensures files have all pertinent documents and signatures. Maintains and accurately update file system to enable quick and efficient retrieval of information. Accurately purges files or perform other file disposition actions in accordance with established procedures. Where appropriate, responsible for the accurate receipt, control, logging, safekeeping, and necessary action on all classified material received.

• Effectively enhances the ability of the office to support overall mission requirements through skilled use of spreadsheet or database software, word-processing software, and graphics and presentation software to draft documents; accurately enter, revise, sort, calculate, and retrieve data for standard reports; prepare and provide graphic symbols, charts, and graphs for viewgraphs and/or paper presentations.

MINIMUM QUALIFICATIONS

• U.S. Citizen or legal U.S. resident.

• A Bachelor’s degree from an accredited institution

• Zero to two years’ experience in relevant field.

• Demonstrated knowledge of Federal regulations in regard to area of specific need. • Proficient in Microsoft Office Suite.

• Demonstrated experience facilitating organizational change. Demonstrated two to four years’ experience in foreign affairs, foreign assistance, and/or public policy or closely related fields.

PREFERRED QUALIFICATIONS

• Previous international affairs or INL experience.

• Demonstrated ability to communicate effectively both orally and in writing.

• Demonstrated ability to establish and maintain effective relationships.

• Demonstrated ability to provide excellent customer service.

• Demonstrated skill and ability in time management to include managing multiple concurrent activities of varying complexity, including changing priorities and short turn-around times.
