GENERAL OVERVIEW

The Bureau of International Narcotics and Law Enforcement Affairs (INL) plays a crucial role in ensuring the safety of Americans by addressing international crime, drug trafficking, and global instability. INL collaborates with nations to enhance their justice systems, including police, courts, and corrections, thereby mitigating the flow of crime and illegal substances into the United States.

SECURITY CLEARANCE REQUIREMENT
A Secret clearance is mandatory for this role; however, candidates may commence work with an interim Secret security clearance.

POSITION SUMMARY
Under this BPA call, the Budget Execution (INL/EX/BE) Team Member will assist INL's diverse program, functional, and resource management offices as directed.

PERFORMANCE PERIOD
The duration of this engagement will be one (01) year from the award date, with the possibility of extending for four (04) additional one-year periods, contingent upon performance, necessity, and funding availability. The INL Contracting Officer (CO) will inform the Vendor of the Government's intent to extend prior to the conclusion of each performance cycle in accordance with FAR.

RESPONSIBILITIES

• Collaborate closely with the Team Lead and Division Chief to strategize and execute the Bureau's extensive budget, encompassing accounting, reconciliation, analysis, data review/data entry, and reporting from the utilized financial systems. Responsibilities may pertain to specific countries, regions, programs, and appropriations.

• Partner with the Budget Execution Division Chief, supervisors, team leads, and analysts to provide execution support, including funds control processes for all INL programs.

• Liaise with Budget Formulation analysts and Program Office representatives to support the analysis and reporting of country program budgets, including the development and review of multi-year appropriations and balances.

• Advise on the creation and implementation of effective internal financial controls related to the apportionment, transfer, allotment, obligation, disbursement, and accounting of funds by the Bureau.

• Conduct analytical, forecasting, and interpretive functions for resource and fund management, tracking and controlling funds for Bureau-supported programs.

• Execute administrative and analytical tasks related to the Bureau's budget execution and review, interpreting OMB directives, as well as Departmental and Federal laws, policies, procedures, and guidelines.

• Collaborate with senior program and project managers, contract and procurement specialists in EX, and program officers throughout the Bureau to ensure the effective execution of appropriated funding for INL-supported programs and projects globally.

• Work in conjunction with financial management personnel from the Department and other Executive Branch agencies, providing financial guidance to Embassy personnel in program countries and ensuring compliance with Congressional and OMB mandates regarding management control practices. Coordinate these efforts with the Team Lead and other financial management analysts as appropriate.

• Conduct studies and audits on fund control and utilization to ensure the appropriateness of obligations incurred and that resulting expenditures comply with relevant laws, such as the Foreign Assistance Act and other specific INL-related regulations. Recommend improvements to enhance the effectiveness and efficiency of these controls and their impact on program management as necessary.

• Provide financial guidance to program officers and project managers, as well as staff in program countries, as appropriate. Offer advice and assistance to other staff members and senior managers on financial management and processing challenges.

• Develop and/or suggest modifications to methods and techniques to resolve accounting or auditing issues and communicate such changes to all staff members and overseas posts as needed to ensure their understanding and familiarity with these procedures.

• Assist in assessing the status of fiscal year (FY) program and program development & support funds for the INL Bureau.

• Aid in determining the availability of funds for de-obligation and/or reclassification/reprogramming, identifying which obligations are suitable for either de-obligation or reclassification/reprogramming.

• Assist in identifying the type, country, purpose, and status of obligations, points of contact, and supporting documentation.

• Create spreadsheets and/or databases for future reference and formulated use (X-LOOKUP and SUMIFS formulas cross-referencing future reports to past reports).

• Generate reports for specific accounting data and FY; identify the benefiting country or program.

• Contribute to the development and maintenance of an audit-ready environment by conducting regular self-audits, identifying potential issues, and proactively addressing discrepancies to ensure a seamless audit experience.

• Strive for a 100% compliance rate with all documentation requirements outlined by auditors, ensuring that all supporting materials are organized, complete, and readily available for audit review.

• Ensure timely submission of all reports to auditors ahead of scheduled deadlines, maintaining a 95% on-time submission rate to facilitate thorough auditing processes and regulatory compliance.

• Aim for a 98% accuracy rate in the submission of reports to auditors, minimizing errors and ensuring data integrity throughout the reporting process.

• Create customized financial reports utilizing the bureau financial reporting system.

• Monitor, report, and analyze the bureau status of funds workbooks.

• Track and report negative allotments and assist the Budget Analyst in identifying overfunded obligations.

• Assist in determining the original funding, including analyzing and tracking approved apportionments, researching electronic or paper files, and coordinating with other Department offices to acquire necessary information.

• Develop a spreadsheet presentation detailing beginning funding, amounts obligated, expended, de-obligated, reclassified, reprogrammed, transferred, and remaining balances.

• Respond promptly to requests for information regarding the reconciliation of agreements, amendments, and reprogramming of funds, tracking all pertinent information in established Department-wide financial systems and Excel spreadsheets.

• Foster positive interactions and cooperative relationships with team members and points of contact to accomplish assigned work efficiently, including taking proactive measures to enhance the work environment and promote teamwork.

• Obtain necessary clearances on all documents prior to signature.

• Adhere to all internal controls and procedures to safeguard organizational integrity and prevent unauthorized use or misappropriation of classified and sensitive but unclassified material and equipment in assigned areas.

• Report security violations/problems to the appropriate authority.

MINIMUM REQUIREMENTS

• U.S. Citizen.

• A Bachelor's degree from an accredited institution and two to ten years' experience at the equivalent GS-12 or higher level; or an Associate's degree from an accredited institution and a minimum of twelve (12) years' experience at the equivalent GS-12 or higher level;

• Proficient in Microsoft Office Suite; strong multi-tasking and organizational skills.

WORK SCHEDULE
The hours for this position will align with the core hours of the Department of State: Monday through Friday, 40 hours per week, 8 hours per day. The level of effort for this position is equivalent to the labor category Budget Analyst Level 4.

TELEWORK OPTIONS
This position allows for a combination of in-office presence and regular telework. If applicable, telework is authorized only with prior approval from the INL/EX/BE Office Director, INL Contracting Officer (CO), and Contracting Officer's Representative (COR), in accordance with Department of State and INL policies.

ADDITIONAL HOURS
Supplemental hours for this position are authorized in accordance with the award and shall not exceed the designated ceiling.
