The Bureau of International Narcotics and Law Enforcement Affairs (INL) plays a crucial role in ensuring the safety of Americans by addressing international crime, drug trafficking, and global instability. INL collaborates with nations to enhance their justice systems, including police, courts, and corrections, thereby mitigating crime and drug-related issues affecting the U.S.

SECURITY CLEARANCE
A Secret clearance is mandatory for this role; however, candidates may commence employment with an interim Secret security clearance.

ROLE DESCRIPTION
As part of this BPA call, the Budget Execution (INL/EX/BE) Team Member will assist INL's diverse program, functional, and resource management divisions as directed.

PERFORMANCE PERIOD
The duration of this contract will be one (01) year from the award date, with the possibility of extending for four (04) additional one-year periods, contingent upon performance, necessity, and funding availability. The INL Contracting Officer (CO) will inform the Vendor of the Government's intent to extend prior to the conclusion of each performance period in accordance with FAR.

RESPONSIBILITIES

• Collaborate closely with the Team Lead and Division Chief to strategize and execute the Bureau's extensive budget, including accounting, reconciliation, analysis, data review, and reporting from existing financial systems. Responsibilities may focus on specific countries, regions, programs, and appropriations.

• Work in tandem with the Budget Execution Division Chief, supervisors, team leads, and analysts to provide execution support, including funds control processes for all INL initiatives.

• Liaise with Budget Formulation analysts and Program Office representatives to assist in the analysis and reporting of country program budgets, including the assessment and review of multi-year appropriations and balances.

• Offer guidance on developing and implementing effective internal financial controls concerning the apportionment, transfer, allotment, obligation, disbursement, and accounting of Bureau funds.

• Conduct analytical, forecasting, and interpretive functions for resource and fund management, tracking and controlling funds for Bureau-supported programs.

• Execute administrative and analytical tasks related to the Bureau's budget execution, interpreting OMB directives, and adhering to Departmental and Federal regulations, policies, and guidelines.

• Collaborate with senior program and project managers, as well as contract and procurement specialists, to ensure the effective utilization of appropriated funding for INL-supported initiatives globally.

• Provide financial guidance to Embassy personnel in program countries, ensuring compliance with Congressional and OMB requirements regarding management control practices. Coordinate these efforts with the Team Lead and other financial management analysts as necessary.

• Conduct studies and audits on fund control and usage to verify the appropriateness of obligations and ensure expenditures comply with relevant laws, such as the Foreign Assistance Act and INL-specific regulations. Recommend improvements to enhance the effectiveness and efficiency of these controls.

• Deliver financial advice to program officers and project managers, as well as staff in program countries, as appropriate. Assist other staff members and senior managers with financial management and processing challenges.

• Propose modifications to methods and techniques to resolve accounting or auditing issues and communicate these changes to all staff members and overseas posts as necessary.

• Assist in assessing the status of fiscal year program and development support funds for the INL Bureau.

• Help determine the availability of funds for de-obligation and/or reclassification/reprogramming, identifying obligations suitable for these actions.

• Assist in identifying the type, country, purpose, and status of obligations, along with relevant points of contact and supporting documentation.

• Create spreadsheets and/or databases for future reference and use, employing advanced formulas for data analysis.

• Generate reports for specific accounting data, identifying benefiting countries or programs.

• Contribute to maintaining an audit-ready environment by conducting regular self-audits, identifying potential issues, and proactively addressing discrepancies to ensure a smooth audit process.

• Strive for a 100% compliance rate with all documentation requirements set by auditors, ensuring all supporting materials are organized and readily available for review.

• Ensure timely submission of reports to auditors, maintaining a high on-time submission rate to facilitate thorough auditing processes and regulatory compliance.

• Aim for a high accuracy rate in report submissions to auditors, minimizing errors and ensuring data integrity throughout the reporting process.

• Develop customized financial reports utilizing the Bureau's financial reporting system.

• Monitor and analyze the Bureau's status of funds workbooks.

• Report negative allotments and assist the Budget Analyst in identifying overfunded obligations.

• Help determine original funding amounts, analyze and track approved apportionments, and coordinate with other Department offices to gather necessary information.

• Create a comprehensive spreadsheet presentation detailing funding statuses, including amounts obligated, expended, de-obligated, reclassified, reprogrammed, transferred, and remaining balances.

• Respond promptly to inquiries regarding the reconciliation of agreements, amendments, and fund reprogramming, tracking all relevant information in established financial systems and spreadsheets.

• Foster a collaborative work environment by interacting positively with team members and points of contact to achieve assigned tasks efficiently.

• Ensure all documents receive necessary clearances prior to signature.

• Adhere to all internal controls and procedures to safeguard organizational integrity and prevent unauthorized use or misappropriation of classified and sensitive materials.

MINIMUM REQUIREMENTS

• U.S. Citizen.

• A Bachelor's degree from an accredited institution with two to ten years of experience at the equivalent GS-12 level or higher; or an Associate's degree from an accredited institution with a minimum of twelve (12) years of experience at the equivalent GS-12 level or higher;

• Proficient in Microsoft Office Suite; strong organizational and multitasking abilities.

WORK HOURS
The position requires core hours of the Department of State: Monday through Friday, 40 hours per week, 8 hours per day. The effort level for this role is equivalent to the Budget Analyst Level 4 labor category.

TELEWORK POLICY
This position allows for a blend of in-office presence and regular telework, subject to prior approval from the INL/EX/BE Office Director, INL Contracting Officer (CO), and Contracting Officer's Representative (COR), in line with Department of State and INL policies.

ADDITIONAL HOURS
Supplemental hours for this role are authorized in accordance with the award and shall not exceed the designated ceiling.

WORK LOCATION
The physical work location is designated by the Department.

EQUIPMENT PROVIDED
The Department of State will supply office space, computer, phone, and other necessary equipment and supplies to fulfill job requirements.

SECURITY CLEARANCE
A Secret clearance is required for this position; however, candidates may begin work with an interim Secret security clearance.

TRAVEL REQUIREMENTS
Travel is authorized for this position in accordance with the award and shall not exceed the designated ceiling.

TRAINING REQUIREMENTS
This BPA Call mandates training for Department-specific equipment, systems, and processes, which must be completed promptly as per Department policy. Additional travel-related training may be required as applicable.
