Job Description

3 Months contract with a Local Authority

Job Summary:

·         Highway Technician, dealing with utilities works inspections, defects, FPNs, Major works, permits, traffic management site meetings etc.

·         To ensure that an assigned area/(s) of the Council’s highway network is maintained in a safe condition for the road users by taking responsibility for duties required including undertaking routine inspections and responsive works in order to comply with the safety, quality and legislative standards.

Key Duties/Accountabilities:

·         Carry out duties and functions of the post in accordance with relevant codes of practice, associated legislation, and best practice.

·         Maintain all required records and information, analyse, and interpret data to include in reports.

·         Maintain information systems which support the service area and contribute to the development of systems.

·         To investigate and provide information or responses or take appropriate remedial action in response to enquiries and complaints from Councillors, MPs, and members of the public or other third parties. These enquiries may be placed via the Council’s on-line system and are to be dealt with daily.

·         To liaise with representatives of other departments concerning the performance of contractors employed by the service and to identify and resolve difficulties and complaints.

·         To draft routine reports and deal with correspondence.

·         Ensure the successful implementation of health and safety legislation, policies, and practices.

·         To undertake the inspection, recording and reporting of highway infrastructure, surface defects and street works in accordance with codes of practice, associated highways legislation, street works legislation including The Traffic Management Act and best practice on highway maintenance.

·         To assist in the enforcement of infringements of highways, street works and other related legislation including attend at court on behalf of the Council and to give expert evidence on these matters in Court of Law.

·         To take immediate action on site to ensure public safety and compliance with all legalisations during emergencies and local Council initiatives.

·         To identify and report all street furniture defects, including lighting columns and other electrical signs and bollards, damaged non-electrical signs and bollards and cycle stands, guard-rails, street nameplates, highway seats, and road markings, blocked gullies, carriageway ponding, associated drainage problems, street trees, planting, and soft landscaped areas.

·         To ensure that information on all inspection matters is passed promptly to the appropriate party for corrective action, to report on the progress and completion of that action and to ensure that such reports are processed and logged promptly in the appropriate system(s).

Essential Experience Required:

·         Experience working with relevant legislation including the NRSWA and Traffic Management Acts is essential.

·         Experience dealing with the national permit scheme performing a variety of permit coordination, site meetings, site inspections and various administrative duties for the Highway Network Coordination team is essential.

·         Experience with licencing and TTRO are desirable.

·         Experience using different software and application such as Symology, Street Manager and STAT map is essential.

Essential Qualification Required:

·         Supervisor NRSWA qualification is essential.

Additional information to note:

·         Working hours: 36 hours per week.

·         Post holder will be expected to work both on-site and in office environment, with evening and weekend work, as per call out rota. May include lone working.
