Business Continuity, Emergency Planning and Operational Readiness Manager

A business critical role to ensure SWR is as resilient as it possibly can be – if SWR is not prepared and not ready to deal with responses to planned and foreseeable unplanned events, then SWR will not be able to deliver on it's purpose.
Coach and guide Heads of Function through the life cycle of business continuity and support them in the updating of their functional business impact assessments and business continuity plans, in accordance with best practice from the Business Continuity Institute. Also act as an advocate of Business Continuity with peer group
To support wider Operational Readiness activities within the Chief Operating Officer area of responsibility.
To ensure that SWR maintains a continual, compliant state of resilience preparedness through the preparation, implementation, testing and review of resilience plans.
To act as the overall coordinator of resilience planning for SWR.
Your main responsibilities will be:
Act as South Western Railway's (SWR) representative in all issues involving business continuity, emergency and resilience planning, when liaising with external bodies including (but not limited to) Transport for London, Local Authorities, RDG, ORR, Emergency Services, other Train Operating Companies, and Network Rail, thus ensuring compliance with the requirements of the Civil Contingencies Act – noting SWR is a category 2 responder under this Act. Develop, test and review company business continuity plans for core functional activities, including the utilisation of business impact assessments and disaster recovery. Own the SWR company testing strategy for emergency planning Prepare, implement, test and review resilience plans at both strategic and local level; where necessary co-ordinating multi-functional participation with third parties such as the Emergency Services and other Train Operating Companies. Work with external training providers in developing suitable training programmes to ensure that relevant South Western Railway colleagues are sufficiently trained and retain competency in dealing effectively with emergency situations, including awareness of company and (where necessary) external procedures. Lead the overall SWR whole business readiness event response strategy Track for changes in the RDG Emergency Planning Guidelines/standards/guidance notes and ensure appropriate ownership of these within SWR Ensure the application of JESIP principles throughout SWR emergency planning · Manage the development and management of the strategic (Gold) On-Call structure within South Western Railway and ensure this is communicated to the relevant parties. Develop innovative ways SWR can improve it's resilience, . liaising with other transport providers to find best practice and introduce into SWR Develop and implement strategic (Gold) On-Call training to colleagues to ensure they are sufficiently trained and retain competency in dealing effectively in On-Call situations. Update the Operational Readiness tracker Develop resilience and business continuity plans (where applicable) that align with the corporate risk register and with any other sources of risk information (. Cabinet Office National Risk Register). Line management of the Operational Readiness Apprentice Support the Head of Operational Readiness in the delivery of their strategic requirements Act as Deputy for the Head of Operational Readiness On occasion, undertake out of hours (including limited on call) support for Major Events as an “event advisor” at SILVER level.As a minimum, you will need to have:
Excellent interpersonal skills and is focused on building/developing/enhancing internal and external collaborative relationships, with the ability to positively influence stakeholders at all levels. A strong ability to demonstrate to the Senior Leadership team the criticality of spending time on business continuity and emergency planning activities An ability to collaborate with multi agency partners (. Network Rail, British Transport Police, Rail Delivery Group, other Train Operating Companies etc) An ability to demonstrate innovative thinking with regards to business continuity/emergency planning challenges Thorough knowledge of resilience planning, emergency planning, business continuity and relevant industry standards.About the location:
South Western Railways HQ is based on the 4th Floor at South Bank Central, a stone's throw from the River Thames and a 10 minute walk from our busiest station, Waterloo. It is local to many well-known attractions, restaurants and retail facilities and is easily accessible by public transport.
Working pattern:
Working an average of 37 hours per week over 5 days
Monday - Friday with on call depending on requirements of special events
