We have recently gained permission to begin the design work to build a modern, low carbon waste water treatment plant to provide vital services for the community and environment which will recycle water and nutrients, produce green energy and help Greater Cambridge to grow sustainably.

Known as the Cambridge Waste Water Treatment Plant (WWTP) Relocation Project, Anglian Water will work with our partners, MMB, MWH and Skanska to help deliver this fantastic opportunity for the Greater Cambridgeshire area. The relocation would make the site of the existing WWTP available to form part of the development of a new low-carbon city district, known as North East Cambridge. The site at Cowley Road, is Cambridge’s last major brownfield site, and the wider North East Cambridge district proposals envisage creating around 8,350 homes and 15,000 jobs over the next 20 years.

To ensure this exciting and community changing project is implemented with industry-leading construction management, we are looking for a Lead Construction Manager to ensure all construction activities are provided in compliance with the development consent order

What will you be doing as our new DCO Consents Manager?

Playing a key role in our flagship project at outline status, you’ll be responsible for all aspects of construction for the project, including the management of quality, costs, delivering on time, managing resources and mental/ physical wellbeing of the site teams.

As the DCO Consents Manager, you will be responsible for managing and co-ordinating the DCO, management plans and conditions. Ensuring compliance with relevant conditions, legislation, policies, standards, and best practice. Working collaboratively with all stakeholders to ensure this is suitably managed to deliver our requirements. Ensure that all-team members are supported and provide the highest standards of work.

You will be responsible for the checking and reviewing of all deliverables produced by others to ensure that all processes and procedures are followed. You will be required to coach and mentor less experienced members of the team. You will be a key contact for the project, site teams, stakeholders, planning authority, community, and the client, keeping them updated with changes and updates, whilst ensuring that their input is considered and communicated.

The current design is at an outline status, and the examination phase of DCO has ended. In this role, you will:

Ensure that all management plans are in place to achieve and maintain compliance with all planning consents, including the discharge of conditions.

Provide technical support and guidance to project team members, partners and client.

Monitor and report on progress on a weekly and monthly basis, including taking action to maintain delivery to time, cost, drive efficiencies, quality and safety requirements.

Lead the planning and implementation of DCO consultation activities.

Manage procurement and budget control relating to DCO activities.

Liaising with regulators, the community partnerships and other parties involved in the DCO process.

Providing expert advice and guidance on DCO matters to colleagues and senior management.

Monitoring and reporting on the progress and performance of the DCO process, including identifying and managing risks and issues.

Ensure compliance with relevant legislation, policies, standards, and best practices for DCO.

Manage the DCO process, including stakeholder engagement, completion of the DCO documents. Coordinating with colleagues and consultants who will complete the environmental impact assessment work.

Set strategic direction, coordinating with the project team and leading colleagues, consultants, contractors and other parties involved in working towards DCO compliance.

Manage and co-ordinate the DCO and all deliverables throughout the project.

Ensure by working with the project planner, that all deliverables are integrated within the construction programme.

Key responsibilities:.

Health & Safety :

Drive excellence in Health & Safety in design to eliminate risks and keep all concerned safe. Ensure pre-construction information and risk assessments are completed. Comply with CDM procedures. Assist the Project Management Team in the completion of the health and safety file.

Engagement & Promotion:

Identify competency gaps within the team and support the recruitment of staff, the use of global resources and engage with the tier 2 supply chain.

Support and lead engagement sessions to develop best fit solutions for the project, offering subject matter expertise on the DCO process.

Collaboration/ stakeholder management :

Form collaborative relationships with the project key stakeholders and others within the project, and balance the competing tensions of time, cost and quality to successfully deliver outcomes

People/ team development :

Provide clear, visible and consistent leadership where a developing and supportive culture is created for team members to enhance their skill set which in turn will enhance the team’s performance.

Transformation:

Lead a culture than promotes the team to try new things and deliberately deliver differently by engaging with internal and external groups

A little bit about your skills, experience and behaviours….

Essential skills:

A degree or equivalent qualification in a relevant discipline, such as planning, engineering, environmental science

Experience in preparing compliant Development Consent Order (DCO) packages for consenting complex major infrastructure projects in the UK through the Planning Act 2008

Knowledge of the Planning Act 2008, the National Policy Statements, and other relevant legislation and guidance applicable to DCO.

Experience leading, motivating and managing multi-disciplinary teams, including internal and external resources, to drive integration, teamwork and problem solving while holding teams accountable for performance.

Excellent collaboration, communication, negotiation, and stakeholder management skills

Ability to lead and to work both independently and as part of a multidisciplinary team.

Strong analytical, problem-solving, and decision-making skills

Experienced and comfortable with change with the ability to work with an organisation that is undergoing significant transformation and can demonstrate a proven ability to conform to shifting priorities, demands and timelines through analytical and problem-solving capabilities.

Attention to detail and quality assurance.

Minimum 5 years experience in DCO consent delivery and management.

Desirable skills:

Chartered membership status of a relevant professional body
