We are a new leadership team that is wanting make a difference for our patients and our people. Whilst you will be supported by me and my senior team in this role, you will be part of our strong Divisional Director of Nursing/AHP Team and you will have the autonomy to lead the Division.

Main duties of the job

The post holder with the Divisional Medical Director and the Divisional Director of Operations operates as a triumvirate. This triumvirate has responsibility and accountability for the quality, operational performance and strategic development of their Division. This will include joint accountability for high quality patient care, patient safety, clinical quality and governance, the delivery of agreed performance, workforce. The DDON AHP will work collaboratively with the DDOP to achieve the Divisions' financial objectives and ensuring that the Division operates with the needs of patients as its highest priority.

The post holder is responsible and accountable for leading the nursing, AHPs and care staff within the Division in order to deliver continuous quality improvement and drive excellent clinical practice delivered to patients by the nursing and AHP workforce resulting in improved patient outcomes. This will be in line with agreed triumvirate and Trust objectives, targets, quality standards, resource controls and constraints, and will be accountable for the delivery of the nursing and AHP quality strategy for the Division and for the Trust as a whole.

As an equal part of the triumvirate the post holder will play a lead role in developing and implementing the Trusts' strategy. This will be in accordance with patient needs, national and local priorities and professional codes of conduct.

Key results from the job holder

Jointly accountable and responsible as a member of the triumvirate in the development of the Divisions strategic objectives. Lead the Nursing/Midwifery and AHP leadership and development within the Division and Trust. Responsible and accountable for the delivery of the Nursing/Midwifery AHP strategic objectives, Infection Prevention and Control, Harm Free Care, Governance and regulatory requirements and adherence to nursing/midwifery and AHP codes of conduct. Take the Lead and be responsible and accountable for the Division for patient experience and user involvement. Contribute to the delivery of key performance indicators within the Division and the Trust. Drive continuous quality improvement across the Division Act as a fundamental clinical reference internally and externally that will drive service and system developments and improvements to sustain quality.

Planning and Organisational Duties

The post holder will have responsibility for multiple departments/services across the Division and will provide professional leadership to both nursing/midwifery/AHP and non-medical clinicians. Lead responsibility to ensure that all nursing/midwifery/AHP and non-medical clinicians across the division adhere to their respective professional codes of conduct and ensuring that any areas of immediate concern or poor performance are addressed to maintain patient safety, patient outcome and patient experience. Divisional Lead for Infection Prevention and Control to minimise the risk of hospital acquired infection. To be responsible and accountable for the design, development and implementation of a robust system across the Division to evidence and monitor nursing/midwifery/AHP and non-medical contribution to the delivery of national and local strategic objectives. To be responsible and accountable for the analysis and interpretation of complex and sensitive data provided from agreed acuity and dependency tools to determine staffing establishments and clinical quality and safety. To be responsible and accountable to implement a robust system of monitoring and continuous improvement aligned to the Trust Ward Accreditation Scheme. Develop a culture which encourages nursing/midwifery/AHP and non-medical clinicians to be innovative, creative and challenging in the interests of patient care and professional practice. Ensure that Nursing and Clinical Practice is compliant with national standards, NICE, CNST, CQC etc. Act as a role model, maintaining and upholding high standards of professional behaviour and maintaining own clinical knowledge and skills. Integrate corporate nursing/midwifery/AHP and non-medical clinicians clinical plans with Divisional service plans. Ensure the professional agendas are delivered by providing professional leadership to Lead Nurses, Matrons, Senior Nurses and key AHP and non-medical clinicians. Ensure self, nursing/midwifery/AHP and non-medical clinicians are compliant with PDR, mandatory training and revalidation as required by their respective roles. Ensure quality of care reaches agreed standards. Provide any divisional response required to manage poor clinical and professional standards. Analyse external and internal data complaints, National Strategy, CQC etc, and make expert judgements in relation to patient safety. Analyse, synthesise and present information (including surveillance/data graphs) about complex subjects and concepts to influence key Trust decisions Jointly lead as a member of the divisional triumvirate in the development of Divisional Strategies that are responsive to internal and external drivers and contribute to the delivery of the wider Health Economy agenda. Provide reports and recommendations to the Divisional Management Team, Corporate Meetings and Trust Board as required. Advise and update Executive Directors, Trust Board sub committees and professional forums, both verbally and written on specific strategies to achieve Divisional and corporate objectives. Undertake monthly back to the ward/clinical area sessions. Divisional lead for patient experience and user involvement. Lead and monitor the divisional response to complaints and serious untoward incidents, agreeing and monitoring action plans. Lead the Divisions Public and Patient Engagement and Experience plans, developing a culture where this is valued and fostered across all departments and disciplines. Monitor and report on Divisional Progress against Trust Nursing, Risk and Quality Strategies, driving change where necessary. Ensure the Division meets its duties with respect to equality and diversity.

Communications and Key Working Relationships

To facilitate and lead effective communication of complex, challenging and contentious information both internally and externally. Assist the Chief Nurse, Chief AHP and Deputy Chief Nurses in the delivery of National, Regional and Local professional strategic objectives taking lead responsibility for the division. As Divisional Lead for Infection Prevention and Control work in close collaboration with the Corporate Infection Prevention and Control Team to deliver the annual plan. Divisional Lead for Safeguarding Adults and Children, working in close liaison with the Head of Safeguarding to ensure delivery of the Safeguarding Strategy. Work in close collaboration with the Deputy Chief Nursing in the development of educational programmes aligned to Trust and Divisional strategic aims and objectives Responsible for the nursing and AHP contributions to the Divisional Assurance Executive Team Meetings (DDOP, Divisional Medical Director (DMD) and DDON) Ensure the Trust key performance indicators are achieved supporting the Divisional Management Team with the management of Lead Nurses, Matrons, Senior Nurses and key AHP and non-medical clinicians. Provide expert advice to the Division on all professional matters co-opting the appropriate professionals where required.

Achieve a strong relationship between the Trust and the population it serves ensuring that patients are at the centre of decisions on the delivery of health care

Achieve a strong relationship between the Trust, CCG and NHSEI to ensure that patients and staff are at the centre of decisions on the delivery of health care

Maintain excellent relationships with CCG, Local Area team (GM LAT) and other local stakeholders in order to ensure the Trust maintains a positive image

Liaise with partners in health care to consider all capacity across the area, looking at levels of demand, patient access, clinical capacity and performance in order to make the best use of resources across the geographical area covered by the Trust

Responsibility for Finance

In conjunction with the triumvirate colleagues accountable for the monitoring of the nursing/midwifery/AHP and non-medical clinicians financial resource (across multiple and diverse services within the division) so it balances to the appropriate budget line. Accountable for the identification and delivery of Cost Improvement Schemes within the division ensuring that there is no negative impact on patient safety or quality. Review and ensure timely and appropriate use of resources (pay and non-pay) to maximise efficiency and optimise care delivery and outcome.

Responsibility for Human Resources

Use workload information to identify staffing and skill mix requirements and implement a system to support talent management, role development and workforce plans which delivers continuity of responsive services aligned to the strategic direction of the Trust and the Division. Professionally accountable for nursing/midwifery/AHP and non-medical resource to be used effectively, contributing to continuous improvement and increased productivity. Line manage senior members of nursing and AHP staff including consultant nurses, ACP, Lead nurses/AHPs, matrons and senior nurses, undertaking regular performance review and personal development plans. Provide constructive feedback to staff on their performance, taking remedial action when performance falls below the required standard to assist them in addressing deficits. Provide mentorship, coaching, supervision and shadowing opportunities to individuals in order to support their development. Identify opportunities to develop the role of the nurse beyond traditional boundaries in order to positively impact on the patient experience and maximise the potential of individual staff members or teams. Develop job descriptions and actively recruit to new or vacant posts in accordance with Trust policy. Chair interview panels and lead recruitment for the divisional clinical workforce and support the wider trust with recruitment as requested. Ensure divisional Human Resource performance monitoring reports are comprehensive and submitted on time (IPR, vacancy report) Assist in the resolution of conflicts within the Division and wider Trust. Conduct disciplinary hearings in cases of alleged misconduct and make decisions with regard to disciplinary action up to and including dismissal.

Professionally accountable within the division for compliance with the professional bodies codes of conduct. Ensure that appropriate action is taken in cases of professional misconduct by adherence to the Trust policy and when necessary support a referral to the appropriate professional body.
