You will be asking questions toevaluate the impact of four projects on the health and population of WestYorkshire.

The role is funded by the improving population healthfunction, part of the strategy and partnerships directorate and will be hostedin the health and care evaluation service (HaCES) in the Leeds Office of DataAnalytics (ODA). It will focus on the delivery of evaluations for fourprojects:

T2Day(Type 2 Diabetes in The Young);

MinutefulKidney;

AF(Atrial Fibrillation) Way;

HyperAcute Stroke Unit (HASU).

You will be using data taken from linked data sets,surveys and focus groups to understand the successes and challenges of each ofthese programmes.

Working in HaCES in the ODA you will be supported todevelop and implement evaluation methods and deliver one or more rounds ofevaluation.

The successful candidate will need to have an enquiringmind, strong analytical skills and be able to plan, manage multiple projects toa high standard.

Main duties of the job

The successful candidate will be expected to deliver fourevaluations over 18 months:

T2Day:supporting patients aged 18- 39 who have a diagnosis of type 2 diabetes.

MinutefulKidney: implementing home kidney albumin and creatinine ratio test

AFWay:improved case finding, diagnosis and treatment for those living with atrialfibrillation and prescribed direct oral anticoagulants (DOAC)

HASU:improving the delivery of Hyper-Acute Stroke service.

For each of these you will be expected to:

Developan evaluation approach and project plan;

Developmethods to collect the data required;

Analysethe data collected;

Deliverevaluation outputs such as reports and presentations to communicate findingsand recommendations.

The role will work closely with other analysts in theHaCE service and use well established project management approaches to deliverevaluations and support the development of the HaCE Service including new andnovel methods and approaches.

You will have a close working relationship with the WestYorkshire Improving Population Health team, providing guidance, insight andrecommendations to improve the programmes they manage, helping to develop theirskills to ensure evaluation methodologies are used in future programmes ofwork.

Stakeholder engagement will be required as part of therole to ensure the post holder is engaging with all relevant stakeholders, tocapture all information/learning required.

Job description

Job responsibilities

The post holder will be responsible for gathering and analysing evidence and presenting this in the form of evaluation, with the aim of providing complex intelligence to the local system to ensure effective commissioning, delivery of services, and the best use of resources. The candidate will be required to plan, develop and mobilise evaluations in line with programme requirements and then assess and appraise evidence gathered through systematic methods and engagement techniques. They will also have responsibility for reporting and communicating the findings from all the available evidence to show what, if any, progress has been made towards the achievement of pre-determined outcomes. They will also be required to collate and analyse data to produce intelligent information which informs decision making, performance monitoring and planning.

The role will require an innovative approach to analytics, and working in collaboration with stakeholders including programme and clinical leads, commissioners and delivery partners. You will also be expected to use story telling approaches to influence people accessing the services and key decision makers.

The post holder will have experience of using at least one of qualitative, quantitative and health economic approaches and a wide knowledge of research methods and principles used in the evaluation of local services and interventions to establish evidence of effectiveness.

Aware of the aims and responsibilities of ICBs. Knowledge and understand of information governance and operating within UKGDPR.

Desirable

Structured Query Language, R or other languages Experience of developing surveys and using Nvivo for analysis Understanding the principles of Health Economics Understanding of individual data items within systems used by ICBs. Understanding of health inequalities.
