Job summary

We are looking for an emergency preparedness, resilience and response (EPRR) and Business Continuity Officer.

You will support the ICB in delivering the operational implementation of national EPRR polices and development of long-term business plans for EPRR. You will provide support and advice to the ICB and providers of NHS funded care as required, ensuring the NHS is prepared for major incidents, emergencies, disruptive events and surges in demand. As such, you will build and maintain extensive networks internal and external to the ICB, including EPRR and LRF colleagues as well as operational areas communications, capacity and planning, urgent and emergency care, planned care, workforce, Public Health and social care.

Additionally, you will be required to support the delivery of activity through the System Control Centre (SCC) as required, particularly during points of escalation and during periods of EPRR/ SCC annual leave and sickness.

Main duties of the job

Work to the Head of EPRR ensuring that the AEO is continually informed and that all statutory, regulatory and operational EPRR responsibilities are undertaken. Support on the development and co-ordination of all aspects of EPRR for the ICB Support on system wide planning for critical and major incidents, aligned with the ICB being a category 1 responder alongside NHSE Support the effective management of the LHRP, engaging with partner organisations and LHRP members, ensuring that LHRP activity is coordinated across the system When required, to take a lead role in the planning and response to new and emerging threats that might pose a risk to the organisation supporting the ICB operational co-ordination of the immediate response in the event of an incident, including providing specialist advise on major incident management, evacuation, pandemics, adverse weather, industrial action, supply shortages, chemical, biological, and radiological issues, internal incident management and recovery procedures. Lead on the development and implementation of EPRR plans, processes, and procedures to ensure that the ICB can provide an appropriate response in the event of an emergency or incident, supporting the overall EPRR Policy and Strategy. Maintaining a consultation record of all input supplied by partners in the development / updating of new plans and policies in line with the NHSE requirements.

About us

The Coventry and Warwickshire Integrated Care System (ICS) will comprise the Integrated Care Board (ICB), which is the statutory body for the NHS, and the Integrated Care Partnership (ICP), which is a committee of the ICB, and brings together key health, care, community and voluntary sector organisations across the area. The Coventry and Warwickshire ICS covers the geography across two counties and is coterminous with the local authority boundaries of Warwickshire and West Midlands.

The role sits within the Transformation Directorate and will work as part of a dynamic team in delivering an effective EPRR service supporting managers and staff across the ICB and wider Integrated Care System (ICS) to ensure a robust and resilient NHS response to any incident or event. The post holder will support the Head of EPRR to ensure that EPRR programmes of work are planned and managed effectively and will take the lead in their successful delivery.

Essential

Must be able to provide and receive highly complex, sensitive or contentious information, negotiate with senior stakeholders on difficult and controversial issues, and present complex and sensitive information to large and influential groups. Able to represent the ICB in relation to EPRR at a local or regional level. Able to assimilate complex information and present across a wide range of stakeholders, including at times in highly pressurised environments. Able to communicate confidently internally and externally to the wider NHS and partner organisations.

Analytical Skills

Essential

Problem solving skills and ability to respond to sudden unexpected demands. Ability to analyse complex facts and situations as part of horizon scanning. Comfortable in leading on decisions on difficult and contentious issues where there may be a number of courses of action. : Strategic thinking - ability to understand interdependencies between complex priorities.

Planning Skills

Demonstrated capability to plan over short, medium and long-term timeframes and adjust plans and resource requirements accordingly. Demonstrable experience of delivering results through the development and management of teams to ensure success and use a range of levers in the absence of direct line management responsibility. Ability to build robust cross functional working relationships across a diverse range of stakeholders to drive forward planning and incident response. Ability to develop plans, and policies to mitigate threats and deliver strategic objectives using legislation, national, and regional guidance and policies requiring significant prolonged concentration.

Management Skills

Essential

Must be able to prioritise own work effectively and be able to direct activities of others. Experience of managing and motivating a team and reviewing performance of the individuals. Manage relationships with suppliers including of Information Systems.

Freedom to Act

Essential

Must be able to work fully autonomously to lead the EPRR function within the ICB, work to tight and often changing timescales and manage an effective relationship with the Head of EPRR and AEO. Capable to work in a highly pressurised environment, working to tight and often changing timescales. To confidently represent EPRR functions and risk management within a wide range of forums and across stakeholders. Experience of identifying and interpreting National, Regional and Local policy. Experience of researching best practice (globally, private and public sector), interpreting its relevance and processes/ practices which could be implemented successfully to achieve system reform (advising on policy implementation).

Knowledge, Training and Experience

Essential

Educated to Bachelor's Degree level or equivalent level of experience of working at a senior level in a specialist area. Hold a professional qualification in EPRR, or related field of work such as Emergency Planning/ Disaster Management/ Business Continuity Management. Have experience in the application of the EPRR framework and applying this in the context of health category 1 responders. Detailed understanding of the ICB, system, provider collaborative, providers and Place arrangements. Have an appreciation of the relationship between LRF, OHID, NHSE, UKHSA. Experience of delivering against competing priorities and deadlines while also directing the work of teams/individuals. Experience of budget setting and working knowledge of financial processes.

Desirable

Hold a Training Qualification. Hold a Business Continuity Qualification. Able to travel and work across sites where required.
