Overview

Applications are invited for a Senior Procurement Portfolio Specialist in the Scottish Government (SG) Procurement, Capability and Contract and Supplier Management Team.

The team is part of the Scottish Procurement and Commercial Directorate and is made up of 1 x Capability Development Manager and 6 x Senior Procurement Specialist. The post holder will report to the Capability Development Manager.

The team provides procurement support and advice to core SG directorate Delegated Purchasing Officers (DPOs) and Central Government (CG) Organisations and is an excellent opportunity to work in a dynamic environment, as part of a team of procurement staff, who are responsible for managing the delivery of contracts and best practice for core directorates within SG and supporting stakeholders to deliver a variety of SG policy initiatives.

The postholder will also be involved in supporting the completion of the CG Action Plan from the Public Procurement Strategy for Scotland as well as various ad-hoc projects.

The post attracts a procurement pay supplement, currently £3250 per annum subject to a minimum eligibility criteria which includes a minimum of 3 years’ experience in a procurement or commercial role, 1 year at this level and a commitment to CPD. Pay supplements are discretionary payments designed to address recruitment and retention issues caused by market pressures and are subject to regular review and affordability.

Responsibilities

Support climate change commitments in procurement across CG Sector Support the Collaborative, Scottish Government Procurement Services Division and Central Government sector in researching, developing and implementing procurement best practice, process, systems and tools, including but not limited to policy, procedure, methodologies and technology in order to improve efficiency. Support a network of around 90 delegated purchasing officers in SG directorates by providing advice through on a range of procurement issues and peer review of documentation to reduce risk of non-professional buyers placing commercial contracts. Work effectively with a range of senior stakeholders across the SG and Central Government ensuring effective participation and buy-in. Advise on legal, policy and other requirements pertaining to procurement. Build and maintain strong working relationships with customers and strategic suppliers, providing advice and guidance on procurement policies and procedures and best practice to staff and stakeholders to develop competency. Attend user and policy groups to facilitate and contribute to operational procurement best practice Build and maintain good working relationships across Scottish Public Sector, with customers and strategic suppliers. Resolve conflict between colleagues and teams and provide advice and guidance on EU, policy and procedures requirements to staff and stakeholders to develop competency.

Competencies 

Professional/ Technical – Procurement
Requires a sound understanding of public sector procurement. Competent in leading end to end Procurement Process including; project planning and implementing the end-to-end procurement process for high value/ risk projects. Supporting a variety of customers in leading and developing complex specifications and invitation to tender documentation in line with procurement legislation. Understands when and how to negotiate. Capable of effectively sourcing and tendering for a range of commodities and services ensuring delivery of value for money. This includes tender evaluation and processes leading to contract award and debriefing suppliers. Supports customers by establishing contract management processes and ensuring ongoing value for money in the delivery of the contract.

Essential Criteria 

1. Knowledge and understanding of public procurement policy and procedures, including full end-to-end procurement process in accordance with public sector procurement legislation, procurement strategy development, tendering and contract management.


2. Proven analytical skills with the ability to collect and analyse information from a variety of sources, draw out key messages in order to problem-solve and/or make recommendations.


3. Established interpersonal skills with an ability to engage and develop constructive working relationships and collaborate with internal and external stakeholders at all levels.


4. Excellent communication skills that clearly convey commercial ideas and information, enable effective liaison with customers and stakeholders and can influence senior level decision makers.

This post can be based in Victoria Quay, Edinburgh or 5 Atlantic Quay, Glasgow with Hybrid Working in line with Scottish Government policies.


Minimum Time In Post : 


You will be expected to remain in post for a minimum of three years unless successful at gaining promotion to a higher Band or Grade.
