Senior Procurement Specialist:

My client has an exciting opportunity for an experienced, dynamic and innovative Senior Procurement Specialist who will sit within a centralised procurement team and who will play a key role in the delivery of a business-critical IT project which will take the form of multiple interdependent procurement projects and negotiations. The post holder will also be required to identify commercial strategies to ensure the successful delivery of all procurements related to this project whilst also supporting other areas of the team as a whole and as such the successful candidate must have strong experience of working within a strategic procurement environment. In this role the candidate will have the opportunity to work closely with the IT department on identification of requirements as well as lead market engagement and manage delivery of multiple procurement exercises to a successfully as well as be responsible for the strategic sourcing and commercial management of designated goods, services and works related to ensuring maximisation of cost efficiencies through the implementation of best procurement practice.

You will take the lead and be responsible for their assigned commodity portfolio particularly focussing on value for money against business need, risk reduction and delivery of sustainable procurement outcomes and as such the ideal candidate must have a relevant degree or equivalent experience in a strategic procurement environment. A strong working knowledge of Legislation and contract law and a proven record of accomplishment in delivering robust commercially sound IT contracts will be essential.


  • Essential: Degree in relevant field or equivalent plus relevant experience. Alternatively, considerable relevant experience may be considered.
  • Experience in Supply Chain and/or Category focused procurement environment including tendering, contracting and negotiation.
  • Proven experience of effectively preparing, planning and delivering training on tactical and strategic procurement approaches and Procurement Legislation to various stakeholders including Senior Management.
  • Track record in securing Value for Money through tendering and other initiatives.
  • Experience of dealing with complex problems and circumstances, using initiative and judgement.
  • Experience in developing, reviewing and updating policy and procedures in line with best procurement/commercial practice and Legislation
  • Computer literate with a strong working knowledge of MS Office systems (Excel, Word, PowerPoint, Project, Access).
  • Excellent relationship/stakeholder management techniques.
  • Ability to manage difficult situations/conversations, well-developed influencing skills and ability to appropriately challenge current thinking
  • Experience of using e-procurement or e sourcing tools.
  • Desirable: Membership of Chartered Institute of Purchasing and Supply (MCIPS), working towards or commitment to attain MCIPS, other relevant professional accreditation or evidence of appropriate CPD (Highly desirable)
  • Expert working knowledge of Government Procurement Agreement (GPA) and Scottish Public Sector procurement rules and legislation demonstrating knowledge of the legal context surrounding procurement activity and the implications of the effect of the law on the procurement function.
