About the role

An exciting opportunity has arisen within Adult Social Care at Hammersmith and Fulham. The successful applicant will meet the requirements of the Professional Capabilities Framework (PCF) and Knowledge and Skills Statement (KSS Adults) applicable to the role of an Advanced Social Worker.


This is a newly-developed role for a Senior Social Worker, which has been co-produced with key partner agencies and residents with lived experience. A vital focus will be to play a key role in the Council’s vision by demonstrating an ongoing commitment to Direct Payments being a key facilitator to independent living. The role holder will be committed to working to extend opportunities for more people to have a Direct Payment and be instrumental in furthering the Direct Payments Moving Forward Plan, contributing to key priorities and actions. They will be encouraged and supported to develop expert knowledge of Direct Payments, to enable them to develop and grow in the role and support residents to make informed decisions.


The post holder will deliver services that are co-produced with residents of Hammersmith and Fulham by actively encouraging involvement and ownership of support plans, but also taking a leadership role where appropriate. They will demonstrate confident and effective judgement about risk and accountability in decision-making. They will work inclusively, with a diverse range of stakeholders, including Action On Disability, and promote equality of opportunity. At this level the role holder will be more autonomous. They will take a key role in right-sizing Direct Payment care and support packages in partnership with residents. 


The role holder will promote and sustain a learning culture and personal professional development through professional reflective supervision and guidance to less experienced Social Workers. They will take a key role in influencing and upskilling other social care staff around the implementation of Direct Payments by providing training to colleagues, encouraging Direct Payment ‘champions’ across the service, and they will be a key connection between the Council and the Direct Payment Support Service, to increase appropriate use of Direct Payments.


Direct Payments are a key priority in Hammersmith and Fulham’s plans to make real the vision for independent living. The approach to direct payments in Hammersmith and Fulham has been co-produced with residents, and co-production is how we continue to drive improvements. The post holder will have a lead role in enabling more people to benefit from direct payments. This will include working with colleagues across social care to build capacity and confidence, and working closely with the Direct Payments Steering Group and Direct Payments Support Service to implement plans to increase uptake of direct payments and to improve people’s experience and outcomes of using them.
