A demanding, stimulating and rewarding job at the heart of the Counter Terrorism Policing network, the role of director general of the Counter Terrorism Policing (CTP) Headquarters is also effectively the Chief Operating Officer for the wider CT Policing network, which is a national collaboration of nine lead forces across England and Wales.

In essence, the director general’s role, is to ensure that counter terrorism and wider policing has the right capabilities in the correct place to counter the threat from terrorism and extremism. In discharging this you will navigate a way through what are probably the most intrusive and complex governance arrangements in policing, involving the Home Office, Cabinet Office, National Policing Co-ordination Committee, the Met and Mayor’s Office for Policing and Crime (MOPAC).

Key responsibilities

ensure that the interests of CT Policing are fully taken into account in the Government’s decision-making on national security issues lead work to develop strategies, policies and plans for the operation of the CT network, and to contribute, through daily high-level engagement with Home Office, Cabinet Office and partners, to shape Government wide strategies on counter-terrorism drive forward the modernisation of the CT Policing network through oversight of a portfolio of extremely complex and large change programmes that is managed by the HQ and in which the post holder is involved on a day-to-day basis Chair of the Design Authority Board covering prioritisation and network design manage CTPHQ on a day-to-day basis, and provide strategic direction for the functions of the Headquarters and the CT Policing network act as an advocate and representative of the national Counter Terrorism Co-ordination Committee and CT Policing, locally, nationally and internationally, deputising where necessary for the Assistant Commissioner Specialist Operations manage oversight of the national CT budget and the related Met grant to include providing direction in support of spending review submissions, and representing Counter Terrorism Policing in discussions with ministers and officials on these submissions oversee the development and implementation of the CT Strategy, covering Prevent, Pursue, Protect, Prepare and capability enhancement within the network, and the business planning processes provide advice on the Whitehall handling of the response to terrorist threats incidents and kidnappings, both in the UK and overseas. Engage directly in those processes, including attending and representing CT policing COBRs, the ministerial and official Civil Contingencies Committees, where appropriate

Knowledge, skills and experience

You will be an innovative and experienced leader who can demonstrate all the requirements for the role:

Technical

an in-depth knowledge of counter-terrorism in the UK and having or be able to quickly develop a detailed knowledge of the police contribution to CT effort, including the concept of operation for the CT Policing network

Experience

significant relationship and partnership skills working nationally and across organisations, particularly with Whitehall and intelligence agencies experience in delivering organisational change, both structurally and culturally, in a complex and demanding environment

Competency

resolute, compassionate and committed. An outstanding leader who can demonstrate building high-performing teams across multi-discipline environments inclusive, enabling and visionary leadership. An effective collaborator with experience of establishing long-term relationships, negotiate and influence within a challenging, executive and highly political environment intelligent, creative and informed policing. Experience of managing organisational, political and security risks through change programmes in complex and challenging environments

Vetting

This post requires access to the most sensitive intelligence material on a daily basis. Applicants must currently hold or be prepared to undergo and maintain Developed Vetting (DV).
