Job summary

This part-role role (8 hours per week) will helpsupport primary care to increase the uptake of national cancer screening programmes,particularly cervical and bowel, in particular by providing oversight andmentorship to general practice based screening champions. Screening championsare members of general practice teams, often working in administrative roles,who take on an additional responsibility to encourage patients who are due tohave bowel or cervical screening to receive screening, particularly if they areoverdue or have not previously participated.

Main duties of the job

The successfulcandidate will work with colleagues in the Integrated Care Board to obtain andmonitor data on both screening uptake and direct contacts by practice-basedscreening champions with patients who are eligible for screening, but areoverdue or who have not participated in screening.

The candidate help providemotivation, education/feedback and practical problem solving for screening well as acting asa point of contact and taking oversight of non-clinical screening champions,the candidate will help disseminate changes or new recommendations for nationalscreening programmes, including to clinicians in general practice and may helpwith problem solving or clarifying issues for clinicians where uncertainties orconfusion exists.

It is anticipated that the degree of support provided by thecandidate to colleagues across primary care may involve visits to individualteams, although there will not be capacity to regularly see all involvedcolleagues in person, so a variety of means will be adopted to open andmaintain dissemination and lines of communication with primary care teams,particularly screening champions.

The successfulcandidate will prioritise efforts in a way that reflects the aspiration of theLeeds health system to improve the health of the poorest fastest, by focusingparticularly, but not exclusively, on populations that are known to haveadverse outcomes.

Core Functions

This role would provide the following:

To provide highquality clinical leadership maintaining high standards of professionalismthroughout

Help addressinequalities when prioritising workstreams and actions

Senior clinicaloversight to ensure that work to improve cancer screening is being done in themost efficacious way possible and that there is consistency across the city

Assurance that valuefor money is being achieved from payments to practices under the screeningchampion programme, in terms of actions undertaken by screening champions toengage patients ( direct patient contacts)

Leading regularupdate and education sessions for screening champions along with monitoringengagement with these opportunities and using lack of engagement as a prompt tocheck-in with colleagues who may be struggling with capacity to support theprogramme

Provide support andsenior mentorship for practice staff (for example, where colleagues may lackconfidence or experience in talking to patients about screening or where theymay feel they lack sufficient influence or capability within their practices tofulfil the screening champion role)

Development ofrelationships with senior level clinical and practice management staff inprimary care, ensuring buy-in to this work to increase screening uptake andprioritisation at a practice level

Motivation of primarycare staff (including screening champions and PCN care coordinators and cancercare co-ordinators) to increase screening uptake

Help support proportionaterecording of screening-related patient contacts, ensuring staff are awareof the code they need to enter so that direct contacts are recorded forquarterly monitoring, whilst emphasising the need to adhere to standards ofaccuracy and probity

Support Primary CareScreening Champions, PCN Care Co-ordinators, Cancer care Co-ordinators and otherrelevant staff (where appropriate) in communicating with patients, ensuringthat every contact counts when increasing screening uptake

Supporting practicesto provide dedicated time/resource to optimise screening processes and sharinglearning where identified and appropriate.

Providing specific feedbackfor practices on their screening uptake whichmight provide basis for practice quality audit projects, internal Target,appraisals etc.

Provide comprehensiveand accurate updates/papers as required to help provide assurance onachievement of relevant KPIs, with the development of rectification plans whereKPIs are not achieved.

Support and empowerpractice teams to be able to continue higher levels of screening uptake as partof succession planning once this fixed term role finishes.

Management and Leadership Responsibilities

There will be no line managementresponsibility within this role at present, but this may be developed in thefuture. However, the candidate will be asked to account for performance withinstructures of the Leeds health system, for example the cancer population boardof the Leeds office of the West Yorkshire Integrated Care Board

Support for the primary care teamsto help support screening uptake

Liaises with PCNs, GPs and managersto support the work of the Leeds GP Confederations work within cancer screening

Planning and Organisational Responsibilities

Produce timely reports and papersincluding outcomes, using relevant appropriate IT packages where required. Thisshould be carried out to agreed criteria and plans developed for correcting mitigatingcircumstances if targets not achieved.

To lead and develop action planswithin target population/practice/PCN asrequired/appropriate

To plan and organise ownworkload, including support for members of the citys multidisciplinary team(MDT), PCN, practice team, Local Care Partnerships, patients, carers, ICB, etcwithin their scope of practice.

To attend local and regionalmeetings of relevance

To deputise for senior members ofthe team, as appropriate

Essential

Practicing clinician with in-depth knowledge of primary care. Relevant professional qualification or equivalent. Unblemished registration with GMC/NMC/HCPC or other relevant body. Evidence of continuing professional and personal development.
