THIS POST IS FIXED TERM FOR 18 MONTHS.
Working on behalf of the Welsh Government, the Executive's role is to provide strong leadership and strategic direction and enable and support the delivery of national priorities and standards.
Within the new NHS Wales Executive (the Executive), newly configured National Strategic Clinical Networks are a key component of the National Clinical Framework (NCF) model. National Strategic Clinical Networks perform the central role of the 'knowledge-to-practice' element in the Learning Health and Care System laid out in the National Clinical Framework. Their position within the Executive enables them to play a role in fulfilling the expectations set out in the Executive's Mandate and Remit Letter. National Strategic Clinical Networks replace both the former national clinical networks and major conditions implementation groups that transitioned into the Executive. They also cover some areas that have never benefited from networks or implementation groups.
Strategic Clinical Networks are an essential national vehicle for joint working between key stakeholders including NHS Wales, Welsh Government and the third sector to improve the outcomes and experience for the population of Wales. Integral to this is the need for continuous improvement and transformational change across a range of our services and approaches and the role of the Strategic Clinical Network is to support this at national, regional and local levels.
Main duties of the job
To provide professional and clinical leadership to the network, acting as point of contact for stakeholders.
To communicate the network vision around future health services in a way which motivates the clinical community based on improving outcomes within a value-based context from national policy through to local delivery level.
To deputise for the National Clinical Lead and meet with the health board lead executives as required.
To work with key stakeholders across Wales, the UK and internationally, including health boards, trusts, third sector and Welsh Government.
To inspire colleagues to innovate and problem solve, acting in the best interests of the population and take collective responsibility for decisions

Job description
Job responsibilities
Work within the Maternity and Neonatal Strategic Clinical Network as an associate to the Clinical Lead, supporting the development and implementation of service strategy.
Support the Clinical Lead and Network Manager in providing robust leadership and advice to the Network team and wider clinical community.
Lead on specific workstreams within the Network work programme.
The Associate Clinical Lead, in partnership with the Network Clinical lead and Network Manager, will ensure the Network undertakes it purpose to:
Act as the system custodians for a major condition, category of service type or target population segment
Provide national direction on how best to organise, deploy and develop resources
Determine and promulgate ways to secure improved outcomes by using evidence-based approaches to delivery
Employ the tools and approach to service design of value-based healthcare

Qualifications and Knowledge
Essential
Fully qualified in a professional clinical discipline. Evidence of relevant Continuing Professional Development. Knowledge of WG and NHS Wales policy context. Understand the strategic context and have in-depth knowledge of national perinatal policy, and the Maternity and Neonatal Network work plan.
Desirable
Academic publications/Presentations. Higher Degree level. Demonstrate involvement in and enthusiasm for developing capability for improvement and system leadership. Knowledge and clear insight into current challenges facing NHS Wales. Evidence of health care research or innovative service developments.
Experience
Essential
Experience of the provision of care within the obstetric pathway. Previous formal experience of clinical leadership within an NHS organisation. Experience of leading, managing and implementing change. Experience in audit, research and contribution to delivering evidence-based pathway change. Experience of working with senior management in affecting the development of strategy. Experience of managing and chairing large groups of managers and clinicians.

Skills and Attributes

Aptitude or potential ability to function at a senior leadership level. Proven track record of team working and delivering on key pieces of work. Demonstrate sound judgement and decision making. Establish and maintain credibility with the clinical community. Ability to lead others, think strategically and communicate vision effectively. Gravitas amongst peers.
