We are currently seeking a dynamic Data Scientist to join our team. Your analytical expertise will be crucial in identifying solutions to improve healthcare processes and drive quality within our team. You will provide expert informatics advice and guidance for analytics projects, ensuring that systems and services are developed and implemented in line with national data definitions and will:

Use mathematical, statistical and operational research techniques to effectively produce strategic workforce planning demand and supply forecasts . Build key relationships with all relevant stakeholders across the organisation in order to deliver coproduced insights and advanced analytics. Produce modelled and statistical results and provide specialist advice / guidance on the analysis, interpretation, explanation, and recommendations.

Main duties of the job

The post holder will be expected to independently manage and plan a programme of complex activities that enable HEIW to implement and analyse data. This will involve improving and developing the collection, processing, analysis, distribution and visualisation of the data.

Use mathematical, statistical and operational research techniques to effectively investigate the correlation between key elements in the data, identify issues, good practice, trends and exceptions. To use knowledge to critically appraise and challenge the results of outputs, ensuring only meaningful information is delivered to stakeholders.

Enhance current modelling capabilities by producing strategic workforce planning demand and supply forecasts. Continuously working to develop the methodology used for predicting such forecast profiles and review its accuracy and reliability over time, as well as suitability for future demand.

Support the team on various projects to enhance the analytics and modelling tools that have been designed to enable senior management to make data driven decisions.

The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

Essential

Masters in management science, operational research, analytics, data science or similar discipline or equivalent demonstrable experience. In depth specialist knowledge of statistics/epidemiology/information analysis and the use of information or equivalent plus additional specialist knowledge acquired through training and relevant experience Evidence of continuous professional development.

Desirable

Post-graduate research in Statistics, Mathematics, Computer Science or another quantitative field.

Experience

Essential

Experience and expertise in conducting thorough data analysis, mining and modelling in a work environment. Extensive experience of producing, analysing and interpreting data information in a work environment, including manipulating data sets, statistical inference, determining relationships and making recommendations. Extensive experience of working with complex, conflicting and contentious information. Experience using statistical computer languages (R, Python, SLQ, etc.) to manipulate data and draw insights from large data sets. Proven track record of successfully introducing service improvements. Experience of using a structured project management approach to deliver projects within timescales. Experience of Presenting Information both verbally and written.

Desirable

Experience in System Dynamics Thinking. Experience of Working in the NHS and or knowledge of Pay modelling

Skills and Attributes

Essential

Knowledge of machine learning and advanced statistical techniques and concepts (regression, properties of distributions, statistical tests and proper usage, etc.). Ability to explain complex statistical ideas to non-statisticians Ability to work in a pressurised environment planning own work and able to prioritise tasks to ensure deadlines are met. Ability to use different influencing skills appropriate to the outcomes of findings, especially when findings do not support initial assumptions or expectations. Ability to make own decisions on how issues should be resolved and how results are best achieved, implementing those decisions as appropriate. Demonstrable staff development skills. Ability to identify and embrace change in the drive towards continuous improvement.
