Job summary

The post holder will be responsible for providing specialist knowledge, training, troubleshooting and expertise on all areas of primary care clinical systems. This includes elements of data quality and clinical coding, analysis and interpretation of data and assisting the ICB with digital projects. The post holder will be the first point of contact for primary care staff requiring clinical systems support including Registration Authority support.

The post holder will manage their own workload under the guidance of the ICB, ensuring that the needs of the post are fulfilled. Agile working is embraced, and the post holder will be required to make regular visits to practices in and around Birmingham. The post holder will be employed by the CSU but embedded in Birmingham and Solihull ICB.

Main duties of the job

Support teams to ensure that the portfolio of tasks/projects is planned, managed and delivered effectively

Support and inform the targeting of resources, monitoring, implementation and evaluation of tasks/projects by providing high quality support including complex information and analysis, communications and stakeholder management.

Ensure accurate and open communication and co-ordination with a range of organisations and individuals, researching and drafting correspondence and papers and ensuring the management of specific tasks, lead reporting and analysis across a range of specialties, functions and projects.

Be a key member of the team as well as supporting effective communication and stakeholder management, both internally and externally.

Ensure that the clinical systems meet's the ICB and its member GP practices business, clinical and operational requirements.

Be the IM&T Specialist for Clinical System support, RA Smart Card functions, general basic IT queries and facilitate the collation, analysis and interpretation of quality data for the ICBs and assisting practices with support to system users, investigating and resolving failures and issues.

Provide a systems administration function in order to maintain appropriate local reference files for the system.

The role will require motivational and performance management skills to ensure objectives are communicated in an appropriate manner, presenting technical issues to nontechnical audiences.

Job responsibilities

Required to maintain constructive relationships with a broad range of internal and external stakeholders; including ICB member GP practices.

The post holder will be responsible for facilitating the effective use of primary care IT systems such as Emis and SystmOne. The post holder will mainly work with ICBs, GPs and staff within general practice across their allocated practices.

Participate in relevant internal and external working groups/projects, services, and initiatives which may be highly complex, sensitive, political, and contain contentious information with the aim of providing information and analytical advice to the teams.

Work with members of the team and member GP practices to develop and implement project data collection systems that will provide accurate and timely data Support effective configuration management change control authorisation (advising on impact of new functionality on service processes and training), version control, release management, impact analysis for new release, hot fixes and upgrades.

To support the systems administration function by ensuring the relevant system reference files are maintained and updated to reflect changes with clinical systems support member GP practices systems and functionality. Ensure all areas of systems meet the needs of the ICB and its member GP Practices and these are used effectively to the advantage of the ICB.

To continuously monitor the services/functionality provided from the systems with particular regard to system functionality usage, data quality, availability, accuracy and completeness.

To co-ordinate the data quality programmes of work ensuring the integrity of data enables accurate information to be produced and enable them to change working practices in an appropriate manner.

To investigate General Practice procedures regarding information and the use of information technology. Advise on good practice and encourage/ facilitate General Practitioners to change working practices to conform to the national and local legislation/guidance DPA98, Caldecott, Good Practice guidelines.

To produce data quality action plans and rectify poor areas of date identified within those plans. Carry out complex analysis of GP systems and data and assess the accuracy of practice information, interpret the data and create reports to feedback to the practice staff in an appropriate and non-judgemental manner, suggest improvements and agree an action plan appropriate to the practice.

To work with end users to ensure the most effective and efficient use of the systems through training and awareness sessions. Develop member GP practice staff IT skills to widen their knowledge and use of the clinical systems including training key staff to run queries in their practice.

To liaise with all parties' analysis service in extracting, analysing and feedback quality clinical data to the practice and ICBs.

To investigate information requirements and advise the practices on the most appropriate method of retrieving and collating quality data to assist in clinical audit and service development , Practice Based Commissioning, Enhanced services. Develop system configurations to record, extract and collate information required for clinical audit and locally developed services for various clinical systems to deliver standardised performance management information.

To keep up to date with Data Quality methodology and developments within Health Informatics (this includes the use of clinical systems module/reporting developments and to provide support using facilitation skills to practices on these topics.

Escalate problems to the appropriate team managers, 3rd party suppliers.

Plan and deliver staff training for ICBs and to produce and develop appropriate training documentation and guidelines.

Ensure training rooms and equipment are set up in accordance with Health and Safety regulations.

Contribute to the development and fitness for purpose of new functionality. Carry out system testing in relation to new functionality, hot fixes, upgrades and major incidents and send out communications to relevant parties.

To prioritise, make decisions and problem solve within all key functions of the department data quality, clinical system support, information and reporting and training.

Ensure that system users are aware of and are complying with appropriate IM&T policies including data protection, IM&T security policy and any other relevant polices. Support the development of IM&T policies in relation to training, data quality and clinical system support
