Job summary

Plans and policies both within the health care sector and outside of it for example, spatial planning and the economy affect our society and environment and can shape behaviours affecting health. This was explicit during the COVID-19 pandemic for example, the ability to take physical activity, socially distance, the food and home working environment and mental wellbeing. Health Impact Assessment is a key approach to make explicit health and well being impacts and can support decisions to address health inequalities. Health Impact Assessment will become a statutory requirement for public bodies in Wales under the Public Health (Wales) Act 2017.

This is a strategic role that requires the post holder to lead, develop and sustain strategic partnerships across all sectors, organisational and professional boundaries particularly planning, in order to promote, build capacity for and develop health impact assessment (HIA) particularly across sectors. The post holder will work remotely and independently, interpreting creatively a defined WHIASU work programme in order to develop the use of health impact assessment in Wales to its full potential.

Main duties of the job

The post holder will provide highly specialised advice, guidance and support to those who are in the process of conducting health impact assessments including leading the facilitation of national and local health impact assessments through using the health impact assessment approach and training practitioners particularly outside of health care sectors. This necessitates not just an understanding of current public health strategy, policy and practice but also that of non-health sectors such as land use planning, climate change, economy and housing.

The post holder will undertake assessment of training needs with key partners and communities and provide highly specialised training to them in health impact assessment, locally, nationally and internationally, in order to promote health and wellbeing, facilitate health improvement and enable a 'Health in all Policies' approach at a national and local level via the delivery of strategies, plans and services.

The post holder will deputise for the Consultant in Public Health when required and represent the Public Health Wales and WHIASU internationally, nationally and locally.

Masters or equivalent in Public Health/Health Promotion/ Spatial Planning or allied discipline or equivalent professional qualification or experience Evidence of continuing professional/personal development

Significant experience in a senior role in Public Health/Health Promotionor working in local government Substantial direct experience of working with diverse senior professional and managerial groups across a range of organisations and professional disciplines including development, managing and evaluation of significant elements of work. Significant direct experience of working with communities Extensive experience of training/facilitation work with a diverse range of stakeholders at all levels of organisations A track record of presenting public health concepts, theories, knowledge and evidence in different fora Staff management and development experience
