Job summary

An exciting opportunity has arisen with the Corporate Health and Safety Department at Aneurin Bevan University Health Board.

We are seeking an experienced professional to join the department as the Health and Safety Manager to work closely with internal/external stakeholders promoting health and safety across the organisation.

The post holder will be required to manage all aspects of health and safety delivery within the Health Board to legislative, regulatory and agreed organisational quality standards.

The Health and Safety Manager is required to support with the monitoring of the health and safety management system and be responsible for the day-to-day implementation of policy and reporting of any non-compliance.

The post holder will be required to ensure all aspects of health and safety risk assessments are undertaken and any identified risks operationally managed.

The successful candidate will have excellent interpersonal and communication skills, be self-motivated, but able to work collaboratively within the department. The post holder should have a passion for health and safety, a can-do attitude, a team-focused outlook and have the ability to prioritise workloads to meet deadlines.

The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.

Main duties of the job

As a professional manager working at corporate level across the organisation with considerable freedom to act and interpretation of legislation/policy/procedures, the post holder(s) will play a key role in supporting the Head of Health, Safety & Fire. This is to ensure that Health & Safety effectively contributes to the corporate objectives and strategic direction of the Health Board, working within the framework of good corporate governance. The post holder will have expert/specialist knowledge in the area of Health & Safety.

The post holder will have responsibility for ensuring the organisation's defined arrangements for the management of health & safety are being carried out and they will contribute to managing the Health Board's statutory and best practice provision that includes; co-ordinating, developing, planning, communicating, training and monitoring in all relevant aspects of health & safety, along with the line management and day to day supervision of the Health & Safety Advisers as directed by the Head of Health, Safety & Fire. The post holder will work with the Head of Health, Safety & Fire in the development and implementation of a long term, standard & consistent approach to Corporate Safety Planning and will contribute to the co-ordination and development of safety related policies, protocols, procedures and guidelines.

Job description

Job responsibilities

Liaise, communicate and negotiate with staff at all levels across the Health Board and work in collaboration with individuals teams and departments.

Promote safe working practices in relation to legislation and Health Board policies by using a range of activity such as Health and Safety week promotions, exhibitions and equipment trials.

Provide advice on and deal with complex and sensitive information including investigation of incidents and defence evidence in cases of litigation. This requires occasional exposure to highly distressing circumstances interviewing staff/public following an incident.

Provide specialist advice to all staff throughout the Health Board on health and safety issues and practice.

Provide staff with flexible and accessible health and safety training to meet legislative requirements.

Develop training strategies and present training programmes to staff at all levels across the Health Board in line with current best practice.

Identify key health and safety issues by monitoring trends and analysing data to pinpoint learning outcomes for implementation.

Identify high risk activity, develop appropriate strategies to reduce risks and provide written and oral reports to the Board Health and Safety Committee.

Provide advice for alterations and renovations for existing premises and advice for the planning of new buildings.

Develop and implement an audit process for health and safety to monitor and enhance Health and Safety management systems in accordance with HSG (65) across the Health Board.

Produce and present local and divisional audit reports and subsequent action plans.

Ensure audit programmes are maintained and schedules are on target.

Provide a service which requires high level of physical skills moving and handling of highly dependent patients and training staff in physical defence skills.

Provide specialist assessment, advice and support to implement safe practices for patients and staff. This may require a complex risk assessment which will include a range of skills and observations appropriate to an individual patient, staff member or environment. There is an ongoing requirement to exert light physical effort in order to respond to changing situations.

Develop, implement and review health and safety policies and procedures across a range of services in line with current best practice. These policies will be adopted as Health Board Policies and therefore need to absorb all potential variables.

Manage service development projects and monitor implementation. Within a broad framework, the post holder will be expected to define a strategy for implementation.

Provide cost effective advice to implement measures to reduce risks and monitor contract agreements.

Contribute to the management of resources and identify opportunities to maximise efficiency within given resources.

Authorised signatory for travel expenditure to ensure use of mileage and time is managed efficiently for the Health & Safety Advisors / Co-ordinators.

Line manage Health & Safety Advisors / Co-ordinators to include performance appraisal and sickness management, disciplinary and grievance matters and recruitment and retention.

Regularly produce papers and reports at individual, local, divisional and Board level using a range of computerised systems and data sources.

To utilise the Datix incident reporting system by reviewing incidents carrying out trend analysis and ensuring all relevant documentation is stored within the Datix system.

Maintain detailed records of investigations and action taken on Datix to monitor evidence trails and support litigation defence.

Able to work unsupervised and manage time of self and others and use initiative to develop specialist services.

Support and motivate team members and deal with personal issues with sensitivity and empathy.

Ensure the service works to Equality & Diversity legislation and guidance and incorporates and respects differences in gender, sexuality, ethnicity, religion, culture and ability.

Requires highly developed specialist knowledge in an area within health and safety to include both theoretical and practical skills and experience. Identify own professional development needs and maintain professional registration.

Develop and maintain individual and team objectives and individual personal reviews in line with PADR.

Manage, supervise and support team members work and professional development.

Encourage reflective practice to improve service provision.

To ensure professional advice is sought from the identified lead within the team.
