Job summary

Population Health Evaluation Data Analyst

Population Health Predicitive Analyst

The new Population Health Intelligence Unit willcreate an integrated team that produces high quality local insights to informdecision making by ICS partners across BLMK.

This is a hybridrole. You will be expected to come into the office on a regular basis, butregular working from home is an option, and we are willing to explore flexiblearrangements to accommodate individual situations.

Main duties of the job

You will play an active role in developing and delivering the population health intelligence function of the ICS. You will seek to maximise the impact of population health action to improve health and reduce health inequalities through the provision of high quality population health intelligence advice, epidemiological information, population health data analysis and support. You will work in partnership with other staff across BLMK ICS.

You will define and provide the intelligence needed; seeking out the best available information to assess options, inform decision-making and evaluate impact in practice, programme development and policy.

BLMK ICS serves a vibrant & diverse population of more than 1m people. Health & wellbeing of residents is generally good but significant inequalities persist & there are ample opportunities to make a difference.

Job description

Job responsibilities

To support the Population Health Analytics Lead inprovision of information and public health data analysis to the shared BedfordBorough (BBC), Central Bedfordshire (CBC) and Milton Keynes Councils (MKC)Public Health team and the Luton Borough Council (LBC) public health team andthe Bedfordshire. Luton and Milton Keynes Integrated Care Board (BLMK ICB).

The post holder will play an active role indeveloping and delivering the population health intelligence function of theBLMK Integrated Care System (ICS). They will seek to maximise the impact ofpopulation health action to improve health and reduce health inequalitiesthrough the provision of high quality population health intelligence advice,epidemiological information, population health data analysis and support. Thepost holder will work in partnership with other staff across BLMK ICS.

The post holder will define and provide theintelligence needed; seeking out the best available information to assessoptions, inform decision-making and evaluate impact in practice, programmedevelopment and policy.

Operational Responsibilities

To receive, interpret, provide and advise on highlycomplex epidemiological and statistical information about the health of thepopulation of BLMK.

Develop and utilise information and intelligencesystems leading on collation and interpretation of relevant data.

Contribute to developing the use of intelligence tosupport local NHS commissioning.

Establish systems to support the systematiccollection, analysis and dissemination of information about the health of thepeople of BLMK

Support the development of strategic intelligenceoutputs across BBC, MKC, CBC, LBC and BLMK ICB through the provision andinterpretation of information, dashboards, graphs, charts and maps

Delivery of population health data visualisationfor BLMK ICS and provide advice on effective data communication.

Support the development and monitoring ofappropriate health and wellbeing outcome measures for BBC, MKC, CBC, LBC, andBLMK ICB and partnership boards.

Examine data in new and innovative ways that revealand describe the underlying needs of the population, trends and future servicedemands

Present complex statistical information to avariety of audiences which will include both those with and without anunderstanding of statistical techniques

Develop projects and attend and set up meetingswith other information specialists and managers from partner organisations, asand when required, to deliver ICS objectives.

Work collaboratively with providers of services ondata for population health issues.

To work with other information providers in thefour councils and staff throughout the health economy to improve data qualityand map data flows by carrying out projects concentrating on specific dataareas.

To advise managers on the analysis andinterpretation of data in order to support their strategic function.

Provide timely and accurate information andanalytical support to the ICS, on a regular and ad hoc basis.

Regularly acquire, analyse, interpret and presentdata for health surveillance, population health management, demand modelling,and community profiling.

Provide clear and persuasive communication ofcomplex information to decision makers, some in other directorates and in otherorganisations.

Present findings from own analysis, using a varietyof sources.

Training staff from the councils and the healtheconomy on matters relating to population health evidence and intelligence.

Have a high level of understanding of how to work,store and transmit data in accordance with data protection, freedom ofinformation systems and confidentiality principles.

To inform commissioning decisions and servicedelivery across BBC, MKC, CBC, LBC, and BLMK ICB.

To ensure an evidence-based approach is used instrategy formulation and service design.

Contribute to tackling health and social careinequities by providing expert advice and assisting in identifying inequity,providing evidence to tackle inequities and supporting implementation of plans.

To inform development of data visualisationinfrastructure and workforce skills.

To support commissioning managers in theirstrategic functions and to ensure that local population health trends are usedto influence commissioning of services.

Selection Criteria

Essential

Please see attached job description A: Educated to at least degree or equivalent level, ideally in Mathematics, Epidemiology, Statistics or an analytical scientific discipline, or equivalent demonstrable experience. Relevant masters level qualification would be advantageous. B: Population health, epidemiological and statistical knowledge acquired through training / experience that will enable the post holder to provide timely solutions to a range of complex analytical and methodological issues, projects and queries. C: Knowledge to design and manage systems to input, store and disseminate population health statistical and epidemiological information and training or experience in coding ( SQL). This requires the post holder to set up systems to integrate and link diverse multi-agency data sets and routinely collected health related data sets. D: Experience of applying statistical methods to health and health-related data sets and expertise in analysis, interpretation and resolution of health service intelligence problems and/or statistical problems where there are a range of potential solutions ( population segmentation, risk stratification, demand modelling). E: Experience or demonstrable competence in use of analytical and visualisation software packages and databases Excel, Access, Tableau, Power BI, mapping software such as Arc GIS (Geographic Information System) and statistical packages, STATA, R. F: Able to work independently and use own judgement in the formulation and experience of delivering of epidemiological/ statistical/information based projects to timescales. Good problem-solving skills using an analytical approach. G: Able to concentrate for prolonged periods and endure interruptions. H: Able to clearly communicate statistical results and issues to a wide range of internal and external groups of staff to influence and guide them in their actions. This will include presentations, interactions in meetings and in report form. I: Familiar with population health data, knowledge of sources of health and related information, knowledgeable of statistical methods for processing population data and able to prioritise work and adapt when priorities change. J: Treats other staff fairly and equitably, regardless of their background. Works to identify the diverse needs of local communities in Bedfordshire, Luton, and Milton Keynes regardless of their backgrounds.
