Job responsibilities

Jobsummary: Provide leadership and management of the staff and the business toenable the practice to meet the mutually agreed aims and objectives of thePrincipal GP, within a profitable, efficient, safe and effective workingenvironment.

Jobresponsibilities: Management, planning and operation

The post holder will:

Keep abreast ofcurrent affairs and identify potential opportunities and threats.

Contribute topractice strategy; formulate objectives and research and develop ideas forfuture practice development

Monitor andevaluate performance of the practice team against objectives; identify andmanage change

Develop andmaintain effective communication both within the practice and with relevantoutside agencies

Independently andcollaboratively project manage new and developing service change within thepractices/primary care network (PCN)

Ensure the practicemeets CQC standards

Human resources

Oversee therecruitment and retention of staff and provide a general personnel managementservice

Ensure that allstaff are legally and gainfully employed. Monitor skill-mix and deployment ofstaff

Manage staffinglevels within target budgets

Conduct, evaluate,organize and oversee staff induction and training and ensure that all staff areadequately trained to fulfil their role

Conduct effectivestaff appraisal and monitoring systems

Support and mentorstaff, both as individuals and as team members

Implement effectivesystems for the resolution of disputes and grievances

Keep abreast ofchanges in employment legislation

Maintain up-to-dateHR documentation (including job descriptions, employment contracts andemployment policies)

Actively engagewith the PCN

Financialmanagement

Manage practiceaccounts, book-keeping and seek to maximise income

Through negotiationwith the ICB, PCN and NHS England reconcile and ensure the practice receivesthe appropriate payments via the multiple income streams due and equitableallocation of resources

Understand andreport on the financial implications of contract and legislation changes

Monitor cash-flowand report to the Principal

Manage and monitorand reconcile income and expenditure statements and purchase/sales ledgertransactions

Co-ordinate &monitor Payroll and PAYE for practice staff and maintain appropriate records

Manage appropriatesystems for handling and recording of cash and cheques and petty cash.

Organisational

Convene meetings,prepare agendas and ensure distribution of minutes as necessary

Develop andmaintain Practice protocols and procedures, review and update as required

Ensure thatPractice premises are properly maintained and cleaned and that adequate fireprevention and security systems are in place

Manage theprocurement of practice equipment, supplies and services within target budgets

Maintain and reviewHealth & Safety policies and procedures and keep abreast of currentlegislation

Arrange and ensureappropriate insurance cover

Ensure that thePractice has adequate disaster recovery procedures in place

Arrange appropriatemaintenance for practice equipment

Monitor and overseePractice locum requirements.

Patient services

Adopt a strategicapproach to the development and management of patient services

Ensure servicedevelopment and delivery is in accordance with local and national guidelines

Ensure that thepractice complies with NHS contractual obligations in relation to patient care

Maintainregistration policies and monitor patient turnover and capitation

Oversee and/ordevelop and manage an effective appointments systems

Oversee and/ororganise surgery timetables, duty rotas and holiday cover

Routinely monitorand assess practice performance against patient access and demand managementtargets

Manage andimplement an effective complaints management system

Liaise with patientgroups/PALS/Patient Participation Group

Information management and technology

Manage and overseethe evaluation of and plan practice IT implementation and modernisation

Manage and overseethe latest development in primary care IT and disease coding

Manage and overseethe motivation, support and monitoring of staff in the use of IT; organise,oversee the organisation of and evaluation of IT training

Manage and overseesetting of targets and monitoring standards for data entry and data collection

Ensure that thepractice has effective IT data security, back-up, maintenance and disasterrecovery plans in place

Liaise with the ICBregarding systems procurement, IT funding and national IT developmentprogrammes.

Maintain thepractices website.

Health & safety:

The post-holder will implement and lead on the full range of promotionand management of their own and others health, safety and security as definedin the practice Health & Safety policy, the practice Health & Safetymanual, and the practice Infection Control policy and published procedures.This will include (but will not be limited to):

Ensuring jobholders across the practice adhere to their individual responsibilities forinfection control and health and safety, using a system of observation, auditand check, hazard identification, questioning, reporting and risk management.

Maintain and up todate knowledge of health and safety and infection control statutory and bestpractice guidelines and ensure implementation across the business

Using personalsecurity systems within the workplace according to Practice guidelines

Identifying therisks involved in work activities and undertaking such activities in a way thatmanages those risks across the business

Making effectiveuse of training to update knowledge and skills, and initiate and manage thetraining of others

Using appropriateinfection control procedures, maintaining work areas in a tidy and safe way andfree from hazards, and initiation of remedial / corrective action where needed

Activelyidentifying, reporting, and correction of health and safety hazards and infectionhazards immediately when recognised

Keeping own workareas and general / patient areas generally clean, identifying issues andhazards / risks in relation to other work areas within the business, andassuming responsibility in the maintenance of general standards of cleanlinessacross the business in consultation (where appropriate) with other sectormanagers

Undertakingperiodic infection control training

Routine management andmaintenance of work space standards
