Job summary

This is a post offered on an initial 6 month fixed termbasis, as the incumbent is shortly to be going on secondment to a leadershippost within NHS England.

The post holder will support the ICB Medical Director andthe West Suffolk Alliance Director, in the delivery of the objectives of theAlliance and the Integrated Care Board. The post holder will have theopportunity to serve as a change agent in shaping the current and futuredelivery of health services in the region.

The post holder will at times be required to deputise forthe ICB Medical Director, and will have the specific remit to deliver clinicalleadership at place across West Suffolk. Good relationships with keystakeholders such as Primary Care Networks and West Suffolk Foundation Trustare essential.

The role provides opportunities for career development, aswell as a place in the welcoming and supportive alliance team.

The role is part time, with a 2 day per week commitment. Flexibleworking is supported.

Main duties of the job

Are outlined in the attached Job specification; and areprimarily for the provision of clinical and professional leadership at place.

A suitable applicant needs to be a highly regarded GeneralPractitioner working in West Suffolk , and will be expected to maintain aseparate clinical commitment alongside this role.

Accountable to the ICB, reporting directly tothe ICB Medical Director (MD). Work closely alongside the Alliance Director andas part of the Alliance Senior Management team (SMT). Strong relationships with their colleagues ingeneral practice. Working with DMD counterparts in Ipswich and East, andNorth-East Essex Alliances.

Is accountable for matters relating torelevant professional colleagues across the clinical and care workforceemployed by the Alliance. Advise the ICB on professional matters relating togeneral practice.

Accountable for a defined portfolio of workacross the ICS, as agreed with the MD. Examples could include ClinicalInformatics, Research and Ethics, Medical Workforce, Health and CareProfessional Leadership, Clinical Outcomes, Safety, Medicines management, andQuality Improvement. Alternativesuggestions, to be agreed with the MD, are encouraged.

Lead on developing quality and transformationof health services within the Alliance including sharing intelligence andworking with general practice and other key partners and regulators across andoutside the Alliance, to improve quality of care and outcomes.

Job responsibilities

The Deputy Medical Director (DMD) willsupport the development and delivery of the long-term plan of the integratedcare board (ICB) through the West Suffolk Alliance Committee (AC). They willensure this reflects and integrates the strategies of all relevant partnerorganisations of the Alliance, with a particular focus on developing a sharedclinical strategy. As a practicing General Practitioner, they will beresponsible for developing one medical community within the Alliance.

As a member of the AC, each member is jointlyresponsible for planning and allocating resources to meet the four corepurposes of integrated care systems (ICSs):

improveoutcomes in population health and healthcare

tackleinequalities in outcomes, experience, and access

enhanceproductivity and value for money, and

helpthe NHS support broader social and economic development.

Person Specification

Qualifications

Essential

Be a registered medical practitioner with the regulatory body (GMC), and a practicing GP.

Experience

Essential

Professional leadership experience or equivalent is essential. Some experience of providing leadership within a regulated environment and across complex systems with demonstrable impact.

Knowledge

Essential

Knowledge of the health, care and local government landscape is essential. Current evidence and thinking on practices which reduce health inequality, improve patient access, and patient safety. Some knowledge of health and care financial planning is desirable.

Skills

Essential

The ability to be kind in your leadership practice. Exceptional communication skills which engender community confidence, strong collaborations, and partnership. Strong critical thinking and strategic problem solving; the ability to contribute to a joint strategic plan and undertake problem resolution and action. Well-developed leadership and influencing skills.
