Job summary

On behalf of the Chief Operating Officer, the post-holder is responsible for strategic leadership in the development and delivery of the Trust's Performance Framework. They will lead on the regular assessment of Trust performance against local, national and contractual performance targets and will have a leading role in the negotiation and management of the Trust's contracts for patient services including activity plans, funding levels, service developments, counting and coding changes, quality targets/penalties/incentives and information schedules. The post holder will lead be the Trust's primary point of contact with the wider SEL Sector partners, APC and NHSE on all performance and operational recovery related issues.

The post holder will responsible for the management and over sight of the Trust's operational Health Information service, including the electronic health record reporting and data warehousing functions, and will lead on the development of a strategy for this service ensuring the Trust's future operational information requirements and obligations are met both internally and externally.

The post holder will be responsible for the leadership of the centralized administrative service for the Trust - providing validation, data quality training and some centralised booking services Trust-wide. In discharging this function, the post-holder will play a role as a senior leader of the Trust administrative function.

Main duties of the job

The post holder will have direct line management responsibility for the Performance and Planning team, Health Information team (including electronic health record data teams) and the Trust centralised administrative function. They will be required to develop and maintain efficient and effective working relationships with a wide range of people.

The post holder will be responsible for:

Ensuring the Trust delivers on the key operational standards as set out in the NHS Constitution and delivers against key operational requirements as set out in the NHS Operational Guidance.

Waiting list and referral management approaches and effectiveness

Strategic oversight and leadership in defining and delivering the Trust's Performance and Information frameworks

Be the conduit for the Trust between the ICB, APC, other SEL Providers, PCNs and NHSE on performance and elective recovery issues.

Take central role on oversight and delivery of the Trust's elective recovery programme.

Take leadership for reporting functionality and operational data requirements to effectively manage the Trust's services.

Job responsibilities

Driving High Quality and Sustainable Outcomes

The Director of Performance and Information will lead on the identification of any performance risks or issues and work with the Clinical Group Chief Executives to develop impactful solutions.

The post holder will lead the direction and oversight of performance and assurance at an aggregate level across the Trust meets its statutory responsibilities and that any performance risks are identified in a timely manner.

They will also lead on the design, development and deployment of the appropriate reporting and monitoring mechanisms to the Trusts and Clinical Groups Boards.

The post holder will work at the heart of a complex set of accountabilities and relationships.

They will be expected to develop strong collaborative relationships both internally with the Clinical Groups and externally with the ICB and APC and neighbouring providers whilst maintaining an objective and constructive view of performance and elective recovery issues.

Build a robust and productive relationship with the ICB and APC in order to lead on the delivering the performance and elective recovery agenda for South East London.

Planning and Organisation

The post holder will:

Lead on the future design, development and implementation of the Trusts performance management framework, ensuring that it operates efficiently and effectively and provides the necessary assurance to the Trusts Board and Clinical Group Chief Executives.

Develop the system and lead on the Trusts approach for capacity and demand modelling to support future planning and to monitor demand changes.

Lead as the local expert on the performance management of healthcare services; integrating systems and managing effective working relationships with the appropriate stakeholders.

Represent the Trust in sensitive and political situations, delivering difficult messages where required to senior teams and external organisations.

Lead on designing and developing the operational data analysis vision and capability for the organisation

Be the operational lead on behalf of the COO for internal business planning and the NHS national operational planning round

Information Services

Lead the strategic design and development of an expert information service that supports a timely and accurate evidence based approach to decision making and performance management to support the business of the Trust.

To work with the Clinical Groups to identify key information needed to drive the service improvement agenda and feed into improvement plans to ensure the Trust improve performance against KPIs.

To ensure that all Business Intelligence reports and interactive dashboards are fit for purpose and that they highlight the performance against targets, trajectories and plans and can be used to develop policy and promote service improvement

Work with the Clinical Groups and services (corporate and clinical) to develop a strategic vision for the future which will underpin the Trusts vision of being a data driven organisation.

Lead on data and analytics development following the Epic programme, ensuring that the Trusts operational information needs are clearly defined and delivered against.

To lead on the provision of the analytics required for Trust strategic plans by developing and implementing activity, data and income models, which allow the Trust to forecast future demand levels, and the resources needed to meet these activity levels.

Lead data quality improvement across the organisation.

Contracting

The post-holder will:

Co-ordinate the contribution of clinical services to the Trusts contracts including negotiation of activity plans, funding levels, service developments, counting and coding changes, quality targets/penalties/incentives, information schedules and all contractual terms and conditions.

Ensure systems are in place for agreeing and monitoring CQUIN targets.

Co-ordinate the agreement of the contract quality schedule. Ensuring that each item has an agreed lead manager and reporting mechanism.

Represent the Trust at commissioning meetings and act on behalf of the Trust in agreeing service level agreements and contractual terms

Develop excellent relationships with the main commissioning team.

Liaise with locality/specialty/specialist commissioners as required

Brief commissioners on monthly contractual performance and co- ordinate the provision of action plans where required.

Work closely with the Financial Planning and the Information Team to ensure a co-ordinated response and consistent approach to the management of the contract.

Brief on and escalate issues to the Chief Operating Officer and Chief Financial Officer and Clinical Group Chief Executives as appropriate.

Ensure adequate support is in place to facilitate the negotiation and management of specialist and community and children's contracts where appropriate.

Ensure that the Operational Guidance, commissioning intentions, and other key documents are reviewed and contractual implications are considered and integrated into the business planning process

Together with Finance, Strategy and Workforce lead on the central administration, coordination and oversight of the Trusts business and operational planning process.
