Job summary

An exciting opportunity has arisen to work within NHS Kentand Medway ICBs established EPRR team delivering specialist Emergency Planningand Business Continuity Management services. This post offers an outstandingopportunity for the post holder to gain experience of delivering servicesacross the health sector and in collaboration with Local Resilience Forumpartners.

The post holder will be a key member of the ICBs EPRR teamsupporting the ICB to deliver its leadership role in emergency response andthrough its assurance role, to ensure that all NHS hospitals, communityservices, primary care and mental health organisations are able to providecoordinated and effective responses to emergencies and incidents.

As part of the EPRRTeam the post holder will actively work to ensure that we meet our EPRRresponsibilities as a Category One Responder as defined in the CivilContingencies Act and as set out in the NHS England EPRR Framework 2022.

Main duties of the job

Reporting to the Deputy Director of EPRR, the post holderwill be responsible for supporting the delivery of key projects to ensure thatthe workplans of the ICB and Kent and Medway LHRP are fulfilled. This willinclude working in collaboration with wider system partners and as well assupporting internal teams to develop their own business continuityarrangements.

The role will contribute to the development and delivery ofpolicies and emergency and continuity plans and the development and delivery ofassociated training and testing, including exercises.

They will work collaboratively across the Integrated CareBoard (ICB), Local Health Resilience Partnership (LHRP) and Kent ResilienceForum and will be critical in ensuring that the NHS and our partners are readyto respond to emergencies and incidents ranging from emerging infectiousdiseases to flooding to loss of power.

Job responsibilities

The Integrated Care Boards (ICB) Emergency Preparedness Resilience and Response(EPRR) Team coordinates the work of the Kent and Medway LocalHealth Resilience Partnership (LHRP), which brings together health organisationwithin the Kent Resilience Forum (KRF) footprint to provide a forum for jointworking and preparing for emergencies. The postholder will support the deliveryor the LHRPs programme or work through the maintenance and monitoring of arisk register, work plan, the preparation of technical papers, agendas, andminutes.

The ICB provides the Strategic and Tactical lead role atthe KRF for the NHS during the planning for and response to emergencies. Thepostholder with attend KRF planning meetings, training and exercises andsupport the training and development of ICB staff to allow them to respond toBusiness Continuity Incidents, Critical Incidents and Major Incidents.

The postholder willbe responsible for working within the EPRR team on designing and deliveringspecialist EPRR training and advice. The postholder will be expected to utilise research to deliver onnew and changing approaches in delivery of training.

The ICB leads an annual EPRR Assurance process of all NHSfunded organisations in Kent and Medway and the postholder will support andcoordinate the delivery of this process including the collation andpresentation of the results.

The post holder will be required to develop a fullunderstanding of the work of the organisation and take an active role in thesupport and development of the ICBs internal Business Continuity Plans andtheir annual testing via exercise.

The post holder will be required to support the developmentand delivery of multiagency exercises, identifying and incorporating learning,as well as best practise from both local and national exercises.

This post will provide a wide range of training and developmentalopportunities. They will assist the team in ensuring that legal and regulatoryrequirements of the Civil Contingencies Act 2004 and accompanying guidance aremet and will ensure that their work aligns with the teams vision of innovationand excellence in EPRR.
