Job Description

Gemserv has provided the Smart Energy Code Administration and Secretariat (SECAS) service on the energy industry’s behalf since 2013. The Smart Energy Code (SEC) underpins the smart meter rollout programme in Great Britain, an area that continues to provide challenging and stimulating work. We are looking for a Modifications Manager to join us who has good knowledge of the smart metering arrangements.

The Role

This role sits within the SECAS Change Management team, whose responsibility is to drive changes to the SEC and smart meter infrastructure, working across the energy industry to do so. You will lead a team of business analysts and will regularly engage with technical and regulatory experts across the wider SECAS team.

You will be responsible for overseeing the day-to-day operation of the SEC Change Management team, which provides support and guidance on the Modification and Release processes under the SEC. The primary function of the role will be to manage the business analysts within the team and oversee the progression of proposed changes (referred to as ‘modifications’) to the SEC. You and the team will work with the energy industry to: identify problems; develop requirements, business cases, and solutions; assess and research the impacts of changes; and communicate the outcomes to key stakeholders. You will oversee industry consultations and seek approvals from the SEC Committees. Key stakeholders you will work with include SEC Parties (including Energy Suppliers, Network Operators, and Equipment Manufacturers), the Data Communications Company (DCC), the Office of Gas and Electricity Markets (Ofgem), the Department for Energy Security and Net Zero (DESNZ) and the SEC Panel. The role will also involve chairing industry meetings and leading other work streams. The role therefore requires excellent team management, project management, facilitation, and communication skills.

The successful candidate will need to understand the GB smart metering arrangements, and the governance arrangements underpinning the energy industry. We are therefore looking for someone who has worked within the smart metering sector. The successful candidate will be highly organised, able to work independently, take responsibility for project deadlines, and have experience in managing teams.

The SECAS team itself comprises over 30 motivated individuals who pride themselves on quality of delivery while also fostering a collaborative and fun atmosphere. We operate a hybrid working approach with a mix of office and remote working, with the team expected to be in Gemserv’s London office for part of the week.


Responsibilities

Reporting to the SEC Change Delivery Manager, the specific duties of the role will include but are not limited to:

  • providing effective line management and support to a team of business analysts
  • managing and overseeing the progression of proposed changes (modifications) through the process, in line with the modifications framework, SEC obligations, and the CACoP
  • ensuring the team has project plans in place for all modifications and managing these to ensure they are achievable, and the key milestones are subsequently achieved
  • ensuring the team produces high-quality documentation setting out the assessment of each modification, written in Plain English with the reader in mind
  • engaging with the DCC to manage the assessment of system-impacting changes in line with SEC service level agreements (SLAs), ensuring that costs are challenged where appropriate
  • managing industry stakeholders and governance and delivery bodies to ensure the successful progression and assessment of proposed changes
  • liaising with and presenting to other industry stakeholders or forums, including regulatory, settlement, and governance bodies
  • managing, chairing, and facilitating the SEC Modification Working Group, formed of industry experts, and chairing and facilitating other industry meetings as required to discuss and develop modifications
  • building and maintaining strong client and customer relationships, providing friendly and reliable expert advice to clients on industry change and the SEC processes
  • leading on other work areas as directed by the Change Delivery Manager
  • continuously improving the processes and products of the team

Requirements

In addition, successful candidates will:

  • Good understanding of the smart metering arrangements and the governance and technical arrangements underpinning these
  • At least two years experience of working within smart metering and/or the wider Energy Code governance arrangements (particularly the Code modification arrangements)
  • Experience in managing a team
  • Excellent planning and organisational abilities can manage their time and that of their team, and be adaptable to varying workloads and changing priorities
  • Strive for excellence in their work and that of the team, with exceptional attention to detail and a high focus on quality
  • Experience in working with and managing third-party providers
  • Be able to chair meetings and effectively facilitate debate and discussions, and be comfortable challenging views and assumptions
  • Have outstanding communication skills, both written and verbal, with the ability to understand and communicate complex information to technical and non-technical stakeholders
  • Be able to develop effective relationships with external clients
  • Be a team player, able to work as part of a team and support colleagues
