Colchester City Council are looking for a Director of Estates. This is an exciting opportunity to join the Senior Leadership Team.

The Opportunity

The Director of Estates provides strategic leadership on estate matters and overseeing the efficiency and effectiveness of the Estate function. The role is expected to provide tactical, strategic, and operational advice and recommendations to the Senior Leadership Team, Portfolio Holders and elected Members and relevant committees in respect of the estate services and functions within their area of responsibility. The Director is responsible for ensuring services and teams across the organisation receive excellence in estate related service delivery and will act as an ambassador to external organisations on behalf of Colchester City Council.

The Role

Support Strategic Objectives through External Partnerships:

Align with the Council's broader strategic goals by fostering opportunities related to external partnership working, such as the Health Alliance and One Public Estate. Develop shared services with other public sector organisations to enhance collaboration and efficiency.

Foster Continuous Improvement in Service Delivery:

Cultivate a culture of continuous improvement in service delivery, processes, and ways of working. Actively seek opportunities to expand shared models with partners, including Health and other Local Authorities, to drive cost efficiencies and effectiveness. Ensure the estate's contribution aligns with the Council's objectives, supporting an initiative-taking approach to improvement.

Manage Team Performance and Resources:

Oversee the team's, focusing on performance, development, attendance, and health and safety. Manage financial and physical resources within agreed budget levels to ensure optimal utilisation and effectiveness. Work with colleagues in both Colchester Borough Homes and Amphora to establish opportunities for enabling support or alignment across strategic objectives in support of place making, economic development and regeneration across the City.

Implement and Review the Estate Plan:

Develop and implement the Estate Plan in line with best practices in asset management. Leverage maximum value from the estate through proactive risk mitigation, revenue, and capital investment. Align the Estate Plan with the broader Council Strategic Plan and other key strategies, such as sustainability, carbon reduction, and community assets. Ensure timely reviews of the new department with Heads of Service, senior leaders, and support teams to refine and enhance the Estate function.

Ensure Compliance and Promote a Culture of Safety:

Plan and deliver 100% compliance across the estate regarding health and safety, legislative, and regulatory requirements. Work closely with the Council’s Health & Safety lead officer to promote and enhance a culture of compliance throughout the organisation. Implement a real-time operational delivery plan that includes capital projects, minor works, repairs, maintenance, and estate management activities to support core service strategies.

The Experience You Will Bring

You will have a proven record of delivering and leading a service, with extensive experience of operating successfully within a senior leadership team, advising and supporting on Estate matters at Board level, developing high performing team who strive for excellence in service delivery. You will need to provide strategic leadership and work collaboratively to lead and embed a performance focused culture to deliver high quality outcomes. You will have a thorough understanding of the relationships and culture of organisations that impact on the wider Council. You will be able to communicate a compelling vision to key stakeholders internally and externally, to find creative solutions to achieve outcomes in the best interests of the City of Colchester.
