Crown Estate Scotland has an exciting opportunity for a Development Manager (Energy Integration & Transition) to join our Marine team on a 14 months fixed-term basis.


The role will manage new leasing and enabling activity for Integration areas of the business which includes marine (tidal and wave) energy, hydrogen and whole system opportunities to support transition to net zero.

About the role

The successful candidate for this role within the organisation will be responsible for:

Establishing and maintaining an understanding of the Energy Integration sector which includes marine energy (including wave & tidal) system development, hydrogen work to enable offshore wind growth and whole system opportunities for decarbonisation of other sectors, for example, oil and gas, aquaculture, distilleries, datacentres using renewable power from our estate. These enabling technologies would all support transition to net zero, opportunities for decarbonisation and the wider blue economy.


Managing development activities including leasing and implementation of new agreements, and management of existing option agreements or leases as required.

Managing enabling activities and projects for Energy Integration.


Representing Crown Estate Scotland on groups (incepting/leading groups as required) to maximise Crown Estate Scotland contribution to the development of a net zero Scotland and growth of the blue economy.


Coordinating with industry to identify and deliver studies to promote understanding and solutions for issues facing Crown Estate Scotland offshore wind interests.

Developing and maintaining a view of industry position and potential, future growth opportunities, and risks and barriers to growth, to shape forward strategy for the sector and to inform future business planning, with a focus on commercial and regulatory drivers.

Building and maintaining strong tenant relationships to ensure tenants have trust and confidence in Crown Estate Scotland.


Undertaking industry stakeholder engagement and relationship building – with industry players and other enabling organisations, to maintain a view of market conditions, and as a platform for influencing and shaping the business environment for the Scottish Crown Estate.

Leading on relevant development phase management of E&I agreements as required by the Head of Offshore Development (Emerging Technology & Infrastructure).


Carrying out proactive development management functions for the allocated high value complex property agreements.


Taking a lead role in the identification, development, and implementation of sector enabling projects.


Managing internal, external or the Agent support resources as required to contribute to meeting business plan targets, and/or improve commercial and legal development management performance.

Supporting the w

ider Energy & Infrastructure team where required.


The post holder may be required to undertake other responsibilities and training as requested by their line manager, appropriate to the grade.


The contractual working location of this role is our Edinburgh office.


The annual salary will be £58,430. The role also benefits from 25 days’ annual leave, plus 11.5 of public/ privilege days. Crown Estate Scotland encourage flexible working and operate a discretionary flexi-time scheme. This role offers participation in the Civil Service pension scheme. Contribution levels for the scheme are currently 7.35% employee contribution at the entry salary for this role whilst Crown Estate Scotland contribution levels are 28.97%.

About You

You should:

  • Be educated to undergraduate degree level or equivalent in a subject relevant to offshore energy or infrastructure development, construction or operations, preferably supported by a relevant postgraduate qualification and/or appropriate professional accreditation(s).
  • Have in-depth knowledge and experience of the relevant sectors within the UK and beyond, including experience of regulatory and commercial aspects.
  • Have detailed knowledge of the offshore sector including energy systems, preferably wave and/ or tidal sectors, and associated practices.
  • Have an understanding of demand and markets/uses, with transferable skills (e.g. in technology and consenting), with general understanding of other offshore sectors.
  • Have communications and public relations experience, including working with the media, the government and agencies.
  • Have experience on coastal/marine resource and/or asset management and development, with regulatory and commercial aspect to responsibilities.
  • Have experience of and be skilled in managing contracts to effectively manage Tenants agreements on behalf of the organisation.
  • Have knowledge of the offshore industry, preferably including renewable energy systems.
  • Be an experienced project manager, with appropriate knowledge and experience of leading projects through all stages of the project lifecycle.
  • Have experience of working in collaborative project environments including both internal team members and external partners to deliver mutually successful outcomes.
