ROCU is a collaboration between the police forces of Staffordshire, West Midlands, West Mercia and Warwickshire to reduce the impact and increase the disruption of serious and organised crime within the region and beyond. We target those areas of criminality we believe pose the greatest regional threats to the people and businesses of the area we cover. Working alongside other UK law enforcement agencies and many other partners from both private and public sectors, the ROCU will directly influence the capabilities of these groups, stifling and reducing their criminal activity.

As part of a national network of analysts and coordinators, work with internal and external partners to coordinate and improve the law enforcement response to the threat of Intellectual Property Crime (IP Crime) by providing Strategic Support and advice to police forces, delivering the National Infringement Strategy within the named ROCUs and each of its constituent regional forces.

**2. PRINCIPAL ACCOUNTABILITIES**:

- Provide specialist strategic advice to investigators across the region and the UK, identify needs, development opportunities and best practice to strengthen the law enforcement response to the threat of IP Crime.
- Work with the Regional IP Crime Analyst and Intellectual Property Office (IPO) Intelligence Hub to support the completion of National tasking’s whilst forming/proposing recommendations to assist in the coordination/implementation of the proposals to ensure the most complete/up to date ‘IP Crime threat picture’ is provided.
- Engage with other Forces, ROCUs, Trading Standards, PIPCU & other law enforcement agencies, the IPO, government and multi-agency partners to deliver the National IP Crime Infringement Strategy & Action Plan. Provide a strong and complementary relationship with other regional IPO coordinators, establishing a network to share best practice.
- Address gaps identified by the National IP Crime Threat Assessment to help drive Collaboration between Forces, partner agencies and stakeholders to strengthen the response to the threat of IP Crime.
- Work with other Forces to co-ordinate IP Crime operations and deliver the IP Crime ‘4P’ activity. Assist in highlighting opportunities during operations to support the tactical response and advise on strategic issues to ensure the most appropriate use of force and deployment of regional assets.
- Support the IP Crime Group: assisting with the completion of national and regional action plans, proposals and delivery of regional campaigns to ensure that consistency is ‘driven’ across partner agencies/other Forces.
- Work within the region, and across the national IP landscape to help overcome ‘silos’ by linking stakeholders, embedding action plans across different teams and ensuring that IP Crime is recognised within SOC tasking, risk and vulnerability for other crime types.
- The role holder is required to represent the IPO and CC Portfolio lead, as an ambassador in the region and at national events. The role holder may influence regional and national policy in relation to the response to IP Crime.
- The role holder may determine tactical courses of action for investigations across the region, as part which may have significant influence on the criminal justice outcomes, media response, reputation of a force, multi-agency partnership and the law enforcement response to the threat of IP Crime.
- The role holder may influence force and ROCU response to IPO and IP Crime Group recommendations and their success in implementing these.
- The role holder is required to support the identification of threat, which impacts on the reputation and effectiveness of all partners, including police forces. This may also include the linking of different investigations and therefore the identification of level 3 SOC.
- The role holder is required to support the debrief and review of investigations, which may identify a need for case reviews, further action or recommendations which need to be adopted nationally from this learning.
- The role holder will engage with local, regional, national and international partners to represent IP Crime priorities if the threat picture requires engagement with professionals from those agencies.

**Essential**;
- Knowledge of IP Crime at an operational or regional level, with understanding of the operational framework of collaborating agencies.
- A degree and/or equivalent related experience in a police role or similar environment.
- Demonstrable understanding of intelligence/performance management processes and techniques.
- Experience of debating complex issues, report writing/presentation ski
