**JOB DESCRIPTION**
**JOB TITLE**: Compliance Officer
**REPORTS TO**: Managing Director
**DIRECT REPORTS**: Optional - administrator
**KEY T&Cs**: Salary £30,000 to £33,000 for full time post, dependent on experience and responsibilities.
Min. 24 hours per week. Full time: 40 hours per week
Flexible working arrangements from home and/or office (Halifax,
West Yorkshire)
**JOB PURPOSE**:
To play a key part in achieving Aspire’s business plan by ensuring that Aspire’s provision of funded programmes meet compliance requirements in a user-friendly way. The role will involve managing all aspects of ESFA ILR funding returns, as well as monitoring and reporting learner compliance.
**KEY ACCOUNTABILITIES**:
- To complete and manage all aspects of data control and ESFA ILR funding returns, ensuring that submissions are made in line with the ESFA funding calendar. o Ensure all learner transactions are completed in a timely way to maximise income. o Submit ILR returns and reviewing interim reports. o Resolve errors and warnings to ensure a full monthly submission.
- To carry out sampling of learner records, monitoring of ILR data and resolution of errors and queries. o Use PDSAT and FRM reports to check accuracy and compliance of data. o Complete proportionate sample checks of learner records. o Identify and investigate any funding and learner data variances.
- To provide robust, valid and reliable management information to colleagues in order to manage the apprenticeship provision. o Project accurately funded income and translate data accurately into a clear report and Management Information format o Work with monthly reports and distribute to relevant teams for action o Develop ad-hoc reports as required
- Implement changes in process to retain or improve compliance. o Remain up to date with ESFA rules and requirements o Proactively introduce tools and templates to aid compliance
- Ensure Aspire is ‘audit-ready’ at all times. o Ensure Aspire’s provision fulfils the criteria of the Provider Assurance Monitoring
Toolkit o Maintain an efficient filing system o Carry out regular checks on learner and apprenticeship documentation
- Be the main contact point for the ESFA, in audits and throughout the year.
**KEY RELATIONSHIPS**:
- Close liaison with Programme Leads and the Learning & Development Director to provide joined-up, business-focused learner documentation which meet funding requirements
- Teamworking with Support Officers to complete accurate and timely data entry and organised learner information.
- Regular consultation with key stakeholders in external organisations, maintaining
Aspire’s reputation for excellent service and quality.

- **To be part of the Management Team, providing input, support and challenge to the performance of the apprenticeship provision.
**KEY PERFORMANCE MEASURES**
- Timeliness of ILR completion
- Accuracy of ILR and other learner data
- Zero error rate
- ESFA audit outcomes
**KNOWLEDGE/EXPERIENCE/SKILLS NEEDED**:
- Previous experience in a data role within the Apprenticeship Sector.
- Previous experience of managing compliance.
- Knowledge of ESFA funding rules, methodology and ILR Specification.
- Experience of running and cleansing the Individual Learner Record (ILR).
- Ability to analyse statistical data to support operational and strategic management decisions
- A track record of dealing with Government Databases
- Experience in data entry, data management and reporting
- A good understanding of technology and excellent excel skills
- Experience of using and manipulating complex spreadsheets using formulas and pivot tables
- Excellent organisational skills, able to effectively prioritise tasks and meet presented deadlines
- Experience of leading ESFA funding audits
- Able to communicate effectively and professionally at all levels
- Able to work in team and on own initiative
- Able to pay sustained close attention to detailed work
- Experience of working towards and meeting deadlines
- GCSE English and Maths (A*-C) or equivalent.
