Your new role
Working within Strategy and Planning’s Monitoring and RIS Compliance division you will be responsible for monitoring and assurance of our Designated Funds programme and Government’s Smart Motorways action plan/review commitments. Alongside this you willensure compliance with the current Road Investment Strategy’s (RIS) capital specification and broader set of delivery and performance commitments. The role will have plenty of opportunities to develop out and consider the bigger picture, including supportingdevelopment and improvements to National Highways governance, assurance and compliance frameworks. You will be working across multiple directorates and teams within the company; and engaging closely with our key external stakeholders of Department for Transport(DfT), Office for Rail and Road (ORR) and Transport Focus (TF).
What you’ll be doing
Working closely with the wider business to sponsor Designated Funds programme delivery, to identify performance issues and risks to delivery of National Highways capital commitments.
Working closely with programme managers and technical specialists of our safe and innovative roads teams, to understand report and assure the smart motorway review actions that government has committed to - including close-out of the smart motorways actionplan commitments.
Managing reporting of the Designated Funds programme and progress against government’s review of the Smart Motorways programme to ORR and DfT, highlighting issues and monitoring risks.
Interpreting, understanding and responding to requests from our Client the Department for Transport and our Monitor the Office for Rail and Road (ORR) - ensuring consistency of information and messaging
Preparing, assuring and leading official bi-annual reporting of current RIS 2020-25 Designated Funds delivery and performance with the ORR
Leading development of our year-end investment plan report, covering all of National Highways major areas of investment - sharing with our key external stakeholders
To be Successful you will have
Experience of working in investment planning space for transport, infrastructure, construction, or asset-based environment.
Experience of, or potential to manage regulatory and compliance risks, within a multi-faceted delivery organisation, understanding the social and economic factors impacting the space an organisation operates within
Understanding and experience of using programme and project management skills to deliver key pieces of work and test robustness of our delivery plans.
Effective analytical skills to independently analyse and communicate detailed and complex information, utilising your skills to assess and challenge cost and performance data
Ability to build, maintain and nurture relationships with a range of colleagues and external stakeholders at all levels, including senior management.
Ability to influence change and improve, actively seek and encourage ideas from a wide range of sources and stakeholders, using these to help inform own thinking.
Excellent oral and written communication, with the ability to communicate technical issues at all levels, in ways which can be understood by non-specialists.
