Project Officer

Opus People Solutions on behalf of North Northamptonshire Council are looking to recruit up to 2x experienced Project Officers to join the Development Management Team on a temporary basis.
The purpose of the role will be to provide support to the Team in carrying out the Council's policies and procedures in respect of planning obligations, reporting to the Senior Project Manager - Developer Contributions. This will involve:
- Monitoring and review of financial, legal and planning records to ensure compliance with obligations
- Liaising with Council services to monitor delivery of related infrastructure projects
- Corresponding with internal and external stakeholders and officers in relation to planning obligations
- Updating and maintaining the planning obligations database, systems and records
- Co-ordinating, collating and analysing data relating to planning obligations
- Monitoring payment triggers and raising invoices for planning obligations
- Monitoring payments and other non-financial obligations due, and liaising with applicants to ensure prompt fulfilment of requirements.
- Producing reports for the Team to support delivery of key performance indicators, annual monitoring reports and responses to queries (Eg audit, scrutiny etc)
**General Responsibilities**
- Comply with the Council's policies and procedures including (but not limited to): safeguarding, financial regulations, data protection, promotion of equalities and customer care and agreed audit actions.
- Ensure that reasonable care is taken at all times for the health, safety, and welfare of you and other persons and to comply with the policies and procedures relating to health and safety within the borough council.
- Undertake learning and development as agreed in probationary reviews, personal development reviews or any other such framework to meet service and individual targets.
- Carry out other duties from time to time, provided they are within the general level of responsibility of the post and within the abilities of the post holder.
**Person Specification**:
Essential Skills & Experience
- Experience of working in planning, finance or related discipline, preferably with knowledge of development management and/or Section 106 agreements, and in a local government environment
- Thorough knowledge and experience of project management processes
- Knowledge and understanding of planning and development, legislation and policy relating to Development Management and Section 106.
- Proficient in use of Microsoft Office, particularly Word and Excel, and ability to produce, update and maintain complex databases and/or spreadsheets.
- Excellent organisational skills and ability to plan, co-ordinate and review own work, ensuring accuracy and timeliness
- Problem-solving, numerate and literate with ability to analyse complex technical and financial data
- Understanding and awareness of local government, as well as political issues involved with planning, Development Management and Section 106
Hours: 37 per week
Working Location: The team is currently primarily home-based with main office location of Northampton. The team operates a flexible working policy and supports hybrid and home working options. The ability to travel within Northamptonshire is an essentialrequirement. Some office-based work may be required to review hardcopy files and attend meetings as necessary, at office locations including Corby, Kettering, Thrapston and Wellingborough. May be required to attend office for training / IT related matters.
