About the role
We are seeking an enthusiastic and motivated project officer to work in our Highways and Transport Service. You will play a key role in translating our transport plans and strategies into reality, improving connectivity and encouraging travel by sustainable modes. The role will develop transport schemes and programmes of activity included in our plans, and progress them into deliverable interventions. This will include leading on feasibility and design work, stakeholder engagement and accessing funding.
The role will also support the coordination of developer funding secured for transport improvements through the planning process and manage the delivery of non-major transport schemes, some of which would either be wholly, or in part, developer funded.
What will you be doing?
You will be based in the Highways Development Liaison Team but will work across the transport service. You will support the coordination of a range of transport programmes and activity, and manage a number of transport projects at any one time. Some of these projects will concern the development of our plans and strategies, some will be concerned with developing concept schemes and initiatives further to the point of being deliverable, and some projects will be small scale transport improvements and you will manage their full delivery working with our contractors.
As part of your role managing these projects and programmes you will lead on any necessary stakeholder engagement. You will also be responsible for project budget and risk management as well as reporting on project delivery. On a daily basis you will engage regularly with colleagues across the service and in other departments such as planning and regeneration.
An ongoing aspect of the role will be the coordination of developer funding secured for transport improvements, as well as project managing delivery of some of these. An initial focus of the role will be working with planning colleagues to implement improved processes with the management of this funding.
About you
You should have a good understanding of project management, and some knowledge of transport, planning and sustainability issues common to a role in local government Highways Department. You should have excellent interpersonal and communication skills as effective relationships with colleagues, stakeholders and suppliers will be key to success. You should be motivated to develop your project management skills and knowledge of transport service delivery. The role holder should be able to work with mínimal supervision, work off their own initiative and be able to work under pressure to meet deadlines. You should be degree educated with an ability to write and present technical reports and have benefitted from project management training.
