The Manager, Regulatory Policy will work with colleagues in the Regulatory Policy function on inter alia:

- Horizon scanning and intelligence about the latest regulatory proposals which could have an impact on ICE Futures Europe and the wider group;
- Building a network of influential contacts which provide input to those proposals at a formative stage (e.g. MPs and assistants, MEPs and assistants, EC officials, national finance ministry representatives, attachés, supervisors and central bankers).
- Utilising that network to be able to have our key concerns heard at the right times in the legislative process for them to have a positive effect.
- Drawing together thinking from around the ICE Group on the technical aspects of the proposals and formulating a credible public policy position to then deploy; and
- Following through on the implementation of relevant regulations and policies at the Exchange.

Duties and Responsibilities:

- Drafting of briefing notes on developments; and submissions in response to discussion papers, draft legislation/regulation and the like.
- Meetings with stakeholders, to include public presentations and lobbying.
- External stakeholder engagement will include national regulators (FCA, BoE, BaFIN etc), legislative bodies and ministries (HM Treasury, UK Parliament, EU commission, EU Parliament), EU regulatory structures (ESMA) and customers.
- Output from regulatory developments will need to be integrated/implemented into documentation (e.g. Rules, Procedures and internal policies) and processes.
- Presenting at conferences/lobbying events.
- Ensuring ICE is aware of policymakers’ concerns and priorities.
- Gathering intelligence for the specified dossiers (where we are in the development process, who is arguing for what, what is the likely direction, who should we talk to, how should we build momentum to take the discussion towards our preferred outcome).
- Being the initiator of proposed strategies for engagement on each of the manager’s files.
- Being responsible for relationship management with a group of stakeholders.
- Other relevant tasks as necessary.
- Ensuring domestic and international regulatory guidance / requirements (e.g. EU legislation, IOSCO principles or other new regulatory requirements such as post-Brexit UK arrangements) are analysed, and implemented as required;
- Supporting (and owning as required) the process for aligning IFEU rules and practices with those of the ICE Group;
- Providing guidance to Members on all aspects of the Exchange’s implementation of the above-mentioned policies and requirements;
- Having a significant analytical element as well as engagement with appropriate stakeholders at national and supranational level within the UK and the EU.
- Involving discussion papers, draft legislation and regulation being followed, analysed and influenced as appropriate.

Experience and skills required:

- Excellent analytical, numerical and attention to detail skills
- Excellent communication skills, both written and verbal
- Ability to summarise and present work succinctly and accurately
- Have a clear commitment to the team approach
- Ability to work unsupervised and meet tight deadlines
- Sound knowledge of Excel and Word
- An interest in the commodities / energy industry
- Some understanding of futures and options
- Knowledge of regulation and of IFEU trading, clearing, and reporting systems; familiarity with IFEU rulebook and applicable regulations.
- Excellent knowledge of the UK and EU legislative process
- Excellent knowledge of UK and EU financial markets legislation
- Ability to operate with some degree of autonomy and take responsibility
- Excellent communication skills
- Excellent written and spoken English
