Spencer Clarke Group are working alongside a local authority based in Croydon to appoint a talented **Construction Programme Manager ** on a contract basis. As a **Construction Programme Manager,** you will provide strategic direction and leadership to the Construction Programme Team. Responsibility for planning, organising, managing and delivering a customer-oriented programme of building improvements,major repairs and cyclical maintenance of building construction services to Council tenants, leaseholders and schools in the Borough. Responsible for financial monitoring and budgetary control over the delivery of the construction and building surveying programme of works. Responsible for continuous improvement and development of construction and building surveying services through review of current processes involving stakeholders and departmental working, to achieve innovative and creative solutions and the introductionof new initiatives. To provide professional expertise and direction on surveying and construction matters for the Service.Responsible for the overall management of the team. To represent the Head of Capital Delivery for Homes and Schools at meetings as required **About the role: - Responsible for managing operational teams that deliver programmed general building, windows and painting. To ensure that these are designed and specified in accordance the Council's instruction in order to achieve value for money and agreed targets, takingfull account of the needs of tenants and leaseholders. - In relation to schools, this may include initial survey and site assessment, planning and technical research as necessary, preparation of drawings and sketches, making calculations, and preparing the specification documents for tender. - Leading specialist capital projects and programmes and driving delivery. - Setting and agreeing realistic but ambitious targets with Contract Managers. - Ensuring that works are aligned to relevant statutory processes and frameworks. - Designing and leading the communications strategy for the construction works programme. - Working with the client to align the stakeholder and change management strategies, enabling the vision for end product use to be realised. - Identifying, sourcing and appointing the resources required to deliver the programme - Initiating, leading and advising on how best to structure a programme of works - Producing measurable objectives and deliverables and assessing priority and risk of work. - Providing monthly progress reports to the Head of Capital Delivery for Homes and Schools - Providing recommendations and other information to the Head of Homes and Education Improvements to allow timely decisions to be made. - Communicating information a timely manner to ensure there are no "blockages" to the success and delivery of the programme - Managing the delivery of value for money delivery solutions through delivery of the construction programme - To carry out more complex inspections and supervision as well as co-ordinating the work and performance of the operational teams. - Ensure that mechanisms are in place to carry out post inspections and defects management. Ensure the service provider is delivering the "right quality at the right cost" and is meeting agreed KPIs. - To ensure that all contractors have emergency service arrangements in place and that these are monitored and checked at least annually. - Assist with staff involvement, training and consultation in relation to new ways of working andcontract mobilisation - Ensuring that all works programmes are managed through Apex - Maintain, verifyand report the progress and financial elements of the programme - To assist the Head of Capital Delivery for Homes and Schools with the responsibility and accountability for specifications of work to be procured with external contractors ensuring a high quality of bids are received for evaluation, including OJEU procurementprocesses, and to develop and undertake comprehensive evaluations as necessary, while abiding at all times with corporate processes and procedures. - Oversee the management of a complex and varied mix of contracts ensuring all are delivered effectively - Responsible for the effective operation of the Construction Services Team, allocating resources and facilitating skill development. - To effectively manage and motivate the Construction Services Team.Line managing and ensuring service targets and standards are effectively communicated, owned and met. - To be responsible for developing a climate of best practice in respect of service development, compliance and social value including sharing this expertise within the Team and Service. - To effectively carry out team meetings and 1:1's for managed staff. - Carry out staff Appraisals for all the construction team members - To deal with sickness absence management, grievance and disciplinary matters and ensure compliance with the code of conduct. - To identify training and development needs within the teams, plan and deliver these and review effectiveness. - To manage effectively and deliver any special project as may be required to deliver the service and carry out own casework on specialist projects. - Plan and identify the need to employ temporary staff to achieve fluctuating objectives and effectively integrate them into the existing structure including line managing them when appropriate **About you: - Knowledge of the construction industry relating to residential properties. - Substantial knowledge of managing and leading a staff team within a service setting. - Well developed and rounded relationship building skills - Strong management skills - Good financial awareness and understanding - Able to demonst
