**Programme Planning Manager**
Pertemps Scotland Ltd are working with our client in Edinburgh or Glasgow to recruit for a Programme Planning Manager in the Public Sector on a temporary basis for 12 Months with potential extension.
Due to current circumstances this role will be based remotely however once restrictions ease the role will be based in Edinburgh or Glasgow with hybrid working.
Day rate: £300 - £450 (Inside IR35)
**Duties**:

- Provide visible and effective leadership, lead the planning and wider programme team, working with the project managers and policy professionals to deliver the business case benefits and outcomes.
- Develop clear vision and standards and champion the use of best practice project planning standards, tools and processes.
- Build strong networks both internally and externally to support the development of a robust Programme plan.
- Provide strategic direction and implement a robust approach to managing programme planning, ensuring the Programme retain control over the critical elements of delivery.
- Provide leadership to ensure good-practice planning activities across the programme.
- Provide guidance and advice to the Project and Programme Managers during project initiation on selection of planning approach, tools, processes and proportionality.
- Identify and lead the introduction of best practice planning processes, tools and templates, using industry standard best practice as a benchmark.
- Identify future capacity and capability needs of the programme and puts in place strategies to meet them. Building internal planning capability within the Programme.
- Assess the likely impact of changes on the Plan, including scenario modelling, in order to enable informed and timely decision making, and manage senior stakeholder and Ministerial expectations.
- Prepare regular progress and variance reporting against the programme plan; providing advice to the Programme Manager, SRO and governance bodies, such as the Programme Board. As well as to Ministers.

**Essential**:

- Experience of developing and managing a large complex Programme plan, including management of dependencies and resources.
- Excellent interpersonal skills, proven track record in successful stakeholder engagement in programme planning.
- Strong track record in developing and rolling out bespoke planning strategies and processes to ensure successful delivery of large scale programmes.

**Desirable**:

- Expert knowledge in the use of planning software.
- Evidence of coaching and mentoring peers to deliver excellence on programme planning.
- Ability to analyse complex planning data to draw conclusions, identify risks and advise senior managers on mitigations.
