**Job description**:
**Who is the Head of Driver Deployment and Central Planning?**

This role combines leading a large operational team which is critical to delivering DVSA core services, with strategic planning of future capabilities needed for the teams in a period of change.

Lead the Central Planning, Driver Deployment and Frontline Logistics functions at DVSA to ensure Driver and Vehicle services have the resources and capabilities needed to fulfil national driving test and vehicle testing demands now and in the future. Enable a high performing and sustainable workforce that enables achievement of DVSA strategic plans and fulfils national requirements now and in the future.

To develop and implement a high-quality workforce deployment model across Driver and Vehicle services to ensure the optimal configuration of resources (eg driving examiners, vehicle standards assessors) to meet demand. The post holder is also responsible for enabling the development of a more flexible and resilience workforce, more capable at managing periods of operational pressure and demand surges.

Lead the Frontline Logistics Team responsible for the delivery of effective service to all operational and enforcement frontline teams to ensure they have the products required to carry out their roles, ensuring best practice, value for money and financial efficiency.

Support delivery of the Driver Services Platform (a new IT system for booking and scheduling practical driving tests) and the transition from TARs to the new system; providing user insight to the DSP team, design of processes to maximise benefits of new system, identifying and mitigating risks, supporting design and rollout of training,

Lead a piece of work to scope the future capability requirement for Central Planning and Driver Deployment, post implementation of CVDM and DSP. To include resource, skills, fit with other parts of the organisation, and where in the business the team best sits.

**Responsibilities include but are not limited to**:

- Development of effective processes, systems and technology that enable the deployment of operational driver and vehicle colleagues in the most efficient way balancing cost, quality and customer needs.
- Monitor and report on performance, to ensure that KPIs, DVSA business plan and Secretary of State Key Targets are achieved.
- To lead the development of high-quality workforce planning model for vehicle testing and ensure that this is continuously refined and improved in line with experience and industry standards.
- To work closely with the Heads of Driver and Vehicle Performance and Delivery, to ensure that operational contingency planning for vehicle testing is well developed and informs the capacity and workforce planning models.
- Lead the Frontline Logistics team in ensuring that operational budget spend is in line with best practice, provides value for money enabling clear visibility of expenditure in line with the procurement framework.
- Develop and maintain an engaged, cohesive team culture, taking account of how mobile/remote working affects all team members.
- Work with Organisation Design colleagues to consider the future capacity and capability requirements for the team, given the changes from CVDM and DSP systems

To be successful in this post, you will have:

- Proven experience of leading teams in an operational environment, inspiring and motivating large teams and leading through others to achieve results.
- Experience of strategic workforce planning, ideally managing a change in organisational design, including setting a vision, engaging with colleagues and embedding new ways of working.
- Project management skills, managing complex projects across different teams and stakeholders, engaging with senior management, and using an evidence-based approach to decision making.
- The ability to think strategically, make connections across business areas, and design systems and processes fit for the future.
