**Job summary**:
The Government Property Agency (GPA) is an Executive Agency within the Cabinet Office. GPA is the delivery organisation for civil service offices and government warehouses. GPA has engagement with every government department. The challenge for GPA is to provide a quality service that is efficient and which faces significant change arising from new approaches to hybrid working as well as Ministerial requirements to shape future roles for civil servants outside London and the South East.

OGP is the senior sponsor for GPA and acts as advocate for GPA in the Cabinet Office and with HM Treasury, as well as across all government departments. OGP develops the policy and overarching strategy for the whole of property and GPA delivers against this for the office and warehouse estate.

This is a new post that will be fully dedicated to the advocacy and policy implementation required across all government departments to support the success of GPA and to provide assurance to the Cabinet Office.

**Job description**:
**The** **Head of Policy Sponsorship is a senior leader in OGP and across government.**

The postholder will be responsible for providing leadership across government to ensure the success of GPA and to provide strategic oversight of all GPA delivery. This will include:

- Providing direct support to the OGP Director General on behalf of the Permanent Secretary
- Engaging with senior property leaders in every government department as advocate for GPA
- Engaging with senior policy advisors at HMT to advocate on GPA’s behalf
- Identifying current and emerging issues across government that may impact on the success of GPA using strategic analysis
- Supporting and challenging submissions being provided to the Permanent Secretary and Ministers on the full range of GPA strategic activity
- Ensuring that investment in GPA projects and programmes is aligned to delivery of the Property Function’s strategic objectives, functional priorities and ministerial priorities.
- Ensuring that there is a single view of delivery performance across GPA, including programme delivery and business as usual delivery which is used in decision making.
- Ensuring that any changes to priorities or resources in GPA are managed strategically across Cabinet Office
- Identifying GPA’s strategic delivery risks and ensuring that they are managed, mitigated and monitored.

The postholder will require a high degree of political sensitivity, senior management influence, interpersonal skill and professional capability across an array of different stakeholders. The postholder will be experienced in managing robust challenge as new approaches for office and warehouse demand change to meet the requirements of the civil service post pandemic.

The postholder will establish a strategic stakeholder and advocacy programme to support the success of GPA that secures support from Cabinet Office Permanent Secretary, Cabinet Office Ministers and OGP Director General, engaging with GPA, to include designing the integrated strategic stakeholder framework and developing standards for OGP in project and programme management to measure benefits and outcomes.

In particular, the post holder will:

- Provide leadership for the senior sponsorship of GPA and where appropriate matrix manage larger multi
- disciplinary teams
- Produce the advocacy strategy for GPA across government departments to include the vision, priorities, resources and benefits/outcomes.
- Deliver the advocacy strategy for GPA as a credible advocate across government and operate as the Cabinet Office champion for GPA sponsorship.
- Build consensus across a large and often diverse group of stakeholders and develop strategic relationships with internal and external suppliers.
- Bring about cultural change in attitude toward success of GPA as an accepted way of working in the Cabinet Office.
- Build and maintain strong relationships with senior stakeholders including department senior property leaders at Director level as well as other property teams, Cabinet Office Ministerial teams and the OGP Director General.
