PMO Officer - Scale: PO3

£44331 - £47532 pa

This role will support the effective delivery of the council’s corporate priorities, transformation programmes, and strategic projects by providing expert programme and project management office (PMO) support. This includes assurance, governance, reporting, and performance tracking across a portfolio of change activity. The PMO Officer plays a pivotal role in ensuring that projects are delivered to time, cost, and quality, and in alignment with corporate objectives.

To be successful in this role you must have:

- Proven experience in a project or programme officer role within a complex organisation.
- Experience of building excellent relationships with senior managers and Members.
- Experience in dealing with a range of complex and contentious matters through to resolution.
- Planning the use of resources effectively, including those not directly under control of the programme.
- Financial awareness and budget management experience.
- Knowledge and understanding of portfolio, programme and project management methodologies and processes.
- An understanding of Local Government an advantage.
- Strong understanding of project management methodologies (e.g. PRINCE2, MSP, Agile).
- Knowledge of data handling and reporting skills using Excel, Power BI, or similar tools.
- Awareness of information governance issues and legislation.
- An understanding of the political context and environment.
- An understanding of procurement processes and principles.

The London Borough of Newham is located only 5 miles east of London. It is well positioned with access to all major networks in London and the south east. It is well connected by public transport with, bus, tube and DLR. When the Crossrail service opens it will call at Custom House close to our council offices and also Stratford station and from there to central London. The London City Airport which serves major European cities is located at Royal Albert Dock. Newham has the youngest overall population in the country. It was one of the six host boroughs for the 2012 Summer Olympics and contains most of the Olympic Park including the London Stadium. It has a thriving arts quarter with the Theatre Royal Stratford East offering excellent entertainment for all the family. There is the University of East London which has two campuses in Newham, one in Stratford and another next to the regenerated Royal Albert Dock. It also has a large Westfield shopping Centre in Stratford which has all the major retailers there._
