**Job summary**:
Do you have excellent interpersonal skills with the ability to influence key stakeholders? This is an exciting opportunity to join Education Scotland’s Digital Services team as a Programme Support Officer to successfully coordinate and monitor all governance functions of the department.

ES Digital Services delivers a range of services for external and internal stakeholders organised across two programmes of work. The work is aligned to wider Scottish Government standards including the Scottish Approach to Service Design.

The Programme Support Officer will also work closely with the allocated business support assistants to ensure the support is in place for effective delivery and an ethos of continual improvement.

The Programme Support Officer will work collaboratively with others across the department, working closely with the Programme Delivery Manager to deliver constructive challenge and support to ensure successful delivery continues.

This post has a salary range of £33,120 up to £37,936 with the expectation that all new entrants to the Scottish Government would come in on the entry level salary. There are annual increments (eligibility after probation period and thereafter meeting performance criteria) that will allow for salary to incrementally increase up to the maximum amount for that band.

**Job description**:
**Resourcing**:

- Working with team managers assessing resourcing requirements of the digital services team.
- Managing all aspects of the resourcing process including capacity planning, running interim and permanent recruitment campaigns.
- Staff on-boarding and management whilst on-site.
- Coordination of the input from the allocated business support assistants.

**Governance**:

- Lead responsibility for the governance and assurance processes of two large programmes of work.
- Progress reporting including providing critical analysis of submitted reports.
- Risk management including identification of risks for escalation.
- Preparation for and management of governance and assurance meetings.
- Liaison with internal and external governance and assurance bodies.

**Assurance**:

- Co-ordinating quality management and assurance activities.
- Supporting Gateway Reviews to ensure high quality information is provided in the required format.
- Ensuring all actions identified through internal and external assurance reviews are monitored through resolution and closure, escalating as required.
- Maintaining QA checklists, Deliverables Log and similar quality control/review tools.

**Essential Criteria**:
1. Proven PMO/Project Analyst experience with a breadth of experience across PMO functions.
2. Experience of managing governance processes for large or complex programmes of work.
3. Demonstrable experience of stakeholder management across all levels of the organisation and excellent problem solving skills.
4. A track record of excellent interpersonal and communications skills.
